1 National Retrofit Programme Upgrade Scotland’s housing stock, tackle fuel poverty and reduce carbon emissions Tackle fuel poverty on an area basis, cover Scotland in 10 years Supercede but build on EAP and UHIS Use our £65m for energy efficiency programmes from 13/14 to lever in ECO to create up to £200m initiative LAs having a central role in developing and delivering the NRP

3 Energy Company Obligation (ECO) UK Government places obligations on energy suppliers to meet targets ECO replaces CERT & CESP Could be worth around £120m to Scotland each year Split into 3 separate targets

4 ECO Target 1: Affordable Warmth –Heating & insulation for poor & vulnerable Target 2: Carbon Saving Communities –Loft, cavity & other insulation measures for poorest areas –Includes social housing Target 3: Carbon Saving –Solid wall & hard to treat cavities, plus packages

5 Group 1:Targetting Areas and People How identify target areas for NRP, how do we map these? Link to Carbon Saving Communities element of ECO (RSLs) Role of Housing stock-where is the solid wall housing for Carbon Saving element How ensure rural areas included

6 Group 2 :Maximising Investment How to maximise investment in EE by energy companies, landlords householders. How to make Scotland the most attractive place in GB for E. comps. to ensure pro rata share of investment or better Best use of SG funding to lever in other funding sources Other funding-LAs, householders, others-role of green deal

7 Group 3:Building NRP structures at local level Building on existing local council led delivery structures How to engage with community groups How to engage with RSLs, private landlords Potential for partnership with RSLs, other councils Maximising opportunities for local businesses
