3 6-8 October 2003 Influencing the evolution of the global telecommunications networks o Do you have a message to convey? o Do you need to influence the direction of global standardization? o Do you have existing products that could benefit from global standardization?

4 6-8 October 2003 Participation in standardization work o ITU-T Sector Members can participate in all study group meetings and electronic discussion groups and present their views by submitting written contributions. o ITU-T Associates can participate in the meetings and electronic discussion groups of only one study group and present their views by submitting written contributions.

5 6-8 October 2003 Access to ITU-T working documents o Sector Members can have electronic access (via TIES) to ITU-T documents of general interest, databases, study group documents (reports, contributions, delayed contributions, temporary documents, etc.) and study group information exchange areas (eg. FTP areas). o Upon request, they can also receive ITU-T information and study group documents in paper form.

6 6-8 October 2003 Networking/contacts o ITU-T provides a platform for meeting experts from all over the world, learning of their entities plans and objectives, sharing experience and information. o Participation to the work of the ITU-T study groups provides access to a wealth of information not likely to be found elsewhere in this concentrated form.

October 2003 Free and discounted ITU-T publications o Discounts of 15% and one free online subscription are granted to Member States and Sector Members participating in the work of ITU. o A discount of 80% of the catalogue price on all ITU publications is granted to Administrations of the Least Developed Countries (LDCs), as well as to libraries of educational institutions (for online subscriptions and CD-ROM publications only).

October 2003 ITU-T sector membership categories o Recognized Operating Agencies (CV229) o Scientific or Industrial Organizations (CV229) o Other entities dealing with telecommunications (CV230) o Regional and other international organizations (CV231) o Regional telecommunications organizations (CV260) o Intergovernmental organizations operating satellite systems (CV261)

October 2003 ITU Member states If the State is a Member of the United Nations: o it becomes State Member of the ITU by acceding to its Constitution and Convention. Such accession shall be made simultaneously in the form of a single document covering both the Constitution and the Convention. o this "instrument of accession" is then deposited with the Secretary-General.

October 2003 ITU Member states I f the State is not a Member of the United Nations: o the application for membership needs to have a secured approval by two- thirds of the Member States of the Union. o After approval the procedure is the same as described above in the form of one single document.

October 2003 ITU-T sector members o An interested entity or organization may join the ITU-T as a Sector Member and be entitled to take part in the work of all ITU-T study groups or subgroups thereof, in other ITU-T groups and in the World Telecommunication Standardization Assemblies.

October 2003 Rights of ITU-T sector members o May hold positions within study groups o One free online subscription o 15% discount on ITU publications (except electronic bookshop) o Participate in approval of technical Recommendations o Present their views by submitting written contributions.

October 2003 ITU-T Associates o An interested entity or organization may join the ITU-T as an Associate and be entitled to take part in the work of a selected single study group or subgroup thereof o Associates are limited to the study group roles described below and excluded from all others

October 2003 Rights of ITU-T Associates o May have access to documentation required for their work; o May serve as rapporteur or editor o Participate in approval of technical Recommendations o Present their views by submitting written contributions.

October 2003 Membership approval procedure (ROAs and other) o Submit your application, for approval, to the Administration of the Member State in which your company is based. o The Administration of the Member State will then transmit the application form to the Secretary-General. o If the Member State has assigned authority to the Secretary-General to approve the application, you should send it directly to the ITU Secretary-General. Your admission will become effective upon the receipt by the ITU Secretary-General

October 2003 Membership approval procedure (regional/international orgs) o If you are a regional and other international telecommunication, standardization, financial or development organization, you should send your application directly to the ITU Secretary-General.

October 2003 Membership fees - background o The expenses of the Union are primarily met by contributions from its Member States and Sector Members, each of which may, upon taking up its membership, freely decide on its class of contribution within a scale o The effective amount of the contributory unit is determined every two years when the biennial budget is established by the Council. For the biennium, the annual amount of one contributory unit for a Sector Member is Swiss francs

October 2003 ITU-T Sector Member fees o ITU-T Sector members may choose their annual contribution with the range of 1/2 to 40 units o This fixes the minimum contribution for an ITU-T Sector Member at 31,500 Swiss Francs

October 2003 ITU-T Associate fees o The annual contribution for an ITU-T associate has been fixed at 10,500 Swiss Francs for the biennium.

October 2003 So, the ITU offers you opportunities to: o Input to the evolution of global telecommunications networks. o Actively participate in the development & approval of global standards. o Network and develop contacts thereby promoting your business. oIncluding government and operator opublication in the ITU global Directory o Access to ITU documentation and ITU-T working documents. oVia ties oholding positions in the ITU oDiscount on ITU-T publications - 15% - 80% (LDC)

October 2003 Should you be a Sector Member? o Can you afford not to be? o If your product or service either is influenced by or may influence an International Telecommunications standard then you should be. o You cannot always rely on others protecting your interests – they may be your competitor tomorrow!
