Enhanced role of Local Authority in Health and Wellbeing  Lead on “promoting” a joined up approach to health and wellbeing locally, via the JSNA and related health and wellbeing strategy.  Lead on encouraging more joined up commissioning across health and social care, with key roles in adult social care and children’s services.  Lead on health overview and scrutiny function.  Lead on health improvement and prevention activity with Public Health and Director of Public Health having a central role.

 Key role in engaging with and involving GP Consortia in the local Health and Wellbeing agenda eg involvement with the Health and Wellbeing Board, the coordination of commissioning between Local Authority and GP Consortia.  Commissioning the local HealthWatch service and ensuring that the organisation is working effectively to engage with patients and carers. Ensure that views of patient and carers are an integral part of local commissioning. Enhanced role of Local Authority in Health and Wellbeing

 A particularly key role in ensuring that commissioning for the health and wellbeing and safeguarding of children is central to all children’s service across the area, including ensuring effective partnership working.  Leading and coordinating the new Health and Wellbeing Board, and any related sub-groups, to ensure that all the elements of the local health and wellbeing strategy are driven forward, and challenges are identified and solutions found.

Overview of new Health and Wellbeing Boards  Health and Social Care Bill requires the establishment of a health and wellbeing board in every upper tier authority by April 2013  Core membership must include GP consortia, Director of Social Services, Director of Children’s Services, Director of Public Health, representative from local HealthWatch, at least one local elected representative.  Core purpose is to join up commissioning across NHS, social care, public health, children’s services and other services that the Board agrees have an impact on health eg leisure, housing.
