Federal Aviation Administration Office of Commercial Space Transportation October 2010 IAF and IAC The International Astronautical Federation (IAF) –International non-governmental and non-profit organization founded in –Encourages the advancement of knowledge about space and the development and application of space assets for the benefit of humanity. –200 members from 153 countries and 23 Technical Committees The International Astronautical Congress (IAC) –Annual conference sponsored by IAF, International Academy of Astronautics (IAA), and International Institute of Space Law (IISL). –Around 3,000 people attended the 2010 Congress

Federal Aviation Administration Office of Commercial Space Transportation October 2010 Commercial Spaceflight Safety Committee FAA/AST formed the Commercial Spaceflight Safety Committee in –The purpose of the committee is to identify and discuss issues on safety and regulations related to international commercial space transportation Goal is to exchange information between international participants and discuss safety and regulatory policy issues related to commercial robit and human spaceflight. –Not to create regulations or standards Chair – FAA/AST –Co-Chairs are Spaceport Sweden and Virgin Galactic –There are approximately 50 members on the committee

Federal Aviation Administration Office of Commercial Space Transportation October 2010 Highlights of the October 2010 Committee Meeting Each member provided a three minute summary of top issues facing their organization or the commercial spaceflight community. Initial themes for future papers and workshops: –Which air or space regulations apply and who applies them –Space and air traffic management –Spaceports –Reentry issues and point to point travel. –Add medical issues related to safety if no conflict with other committees. –The committee agreed not to tackle environmental and technology export issues (such as ITAR).

Federal Aviation Administration Office of Commercial Space Transportation October 2010 Highlights (continued) Explore development of two workshops on legal issues –To be held in 2011 outside of the IAC –Identify and understand potential international legal issues for commercial spaceports and vehicle operators To increase attendence, the committee plans one workshop in North America and one in Europe –Leading potential candidates are: February 9-10, 2011 FAA Commercial Space Transportation Conference in Washington, DC May 28-30, nd International IAA Symposium on Private Human Access to Space in Arcachon, France Naples 2012 IAC –Committee agreed to develop a joint session with the International Institute of Space Law (IISL)

Commercial Space Guidelines section: Definition –The term “commercial,” for the purpose of this policy, refers to space goods, services, or activities provided by private sector enterprises that bear a reasonable portion of the investment risk and responsibility for the activity, operate in accordance with typical market-based incentives for controlling cost and optimizing return on investment, and have the legal capacity to offer these goods or services to existing or potential nongovernmental customers.
