5 Federal Aviation Administration RLV Working Group Report to COMSTAC May 21, 2009 5 Special Presentation: Space Vehicle Debris Threat Management ConOps In response to RTCA’s TF-5, FAA has a new effort, just started, entitled, National Special Activity Airspace (SAA) Project SAA definition: –Any airspace with defined dimensions within the NAS wherein limitations may be imposed upon aircraft operations –This airspace may be restricted areas, prohibited areas, military operations areas, ATC assigned airspace, and any other designated airspace areas Commercial space operations airspace (domestic and oceanic / remote area) will be part of this new SAA definition AST is requesting recommendations from the STOWG regarding how to share data on CST operations in the NAS, and whether our proposed procedures are adequate.

6 Federal Aviation Administration RLV Working Group Report to COMSTAC May 21, 2009 STOWG Actions Consider the Top Issues discussed and prepare/implement strategy to address and in what form (white papers, studies, recommendations, etc) –Bring to COMSTAC in October 2010 Provide responses to FAA/AST questions from October 2009 meeting regarding orbital debris (cost impact of 2 nd stage compliance) –Joint topic with Risk Management WG Review FAA/AST draft document, “Space Vehicle Debris Threat Management ConOps” and provide consolidated response by October 2010 meeting –All WG invited to review and comment Space Ops Working Group Report to COMSTAC May 19, 2010
