Our knowledge on projects RESULTS is limited, no overview available Projects seem often to operate in isolation from mainstream policy at local and national levels We do not learn and we do not know if and how TNC is improving territorial development We need capitalisation for achieving the overall goal: the effective and efficient implementation of TNC programmes through generation of strategic and high quality projects Why Capitalisation?

Capitalisation consists of a systematic collection, analysis and dissemination of knowledge on (good and bad) practices in TNC projects to be integrated in mainstream policies. It is a process to make joint cooperation results visible and experience shared. A knowledge management/system in a learning organisation (MED TNC programme) should be set up: between MA/JTS, Project leaders and partners, stakeholders What is Capitalisation?

It is mainly experience capitalisation: transition from experiences to shareable knowledge on TNC projects per thematic poles It is a collective exercise that generates lessons learnt, good/bad practices, innovations (positive changes at project, programme level and policies). The knowledge must be formalised, available, accessible, disseminated. What Knowledge in Capitalisation?

Capitalisation on what? 1) Partnership and key actors (in the projects with capacity to produce results) 2) Governance (multi-level and multi-actor coherence, coordination and complementarity for achieving results) 3) Networking (added value of TNC) 4) Delivery and Innovation (outputs of the projects) 5) Mainstreaming (effect on policies) 6) Integration (combination of themes, instruments/actors for more results) 7) Sustainability (duration over the end of the project) 8) Be transferable (practices beyond contextual factors) Quality and Results

Tools for the socialisation and formalisation of tacit knowledge: surveys and case studies Peer assist, after action review, mentoring and coaching between projects; Communities of practices, forums and meetings, trainings and seminars, knowledge fairs; Electronic databases, magazine and newsletters. What Tools?

Implement capitalisation from the beginning! Through: Programme requirements in the project cycles: to introduce capitalisation (questions and information collection) in the projects phases financing specific cross-cutting capitalisation projects support processes (experts and instruments: intelligent database on experiences) information and publicity activities How to promote and implement Capitalisation?

Capitalisation & Fast Track project type is foreseen. It comprises: Networks to be set up for each theme bringing together regions with specific experience and those having special interest Transfer of good practices identified by networks in Convergence and Competitiveness programmes = building bridges among programmes Examples Baltic Sea Region Programme

The Action Plan establishes a specific focus on capitalisation activities. BaltMet will promote: cooperation and exchange of best practices among the city administrators, facilitating mobility of city professionals, academic institutions and enterprises (BaltMet Exchange), and information (BaltMet InfoForum) Baltic Metropoles Network

Which expectations do you have from capitalisation? WHAT are you doing in your project (main activities and outputs, expected results)? What do you like to KNOW from other experiences? Which are the key questions? On what concentrate? HOW do you want to LEARN? What knowledge activities/products should be implemented (surveys, seminars, peer groups, web forum/blogs, study visits, communities of practices per dimension, …)? Capitalisation is a participative learning process: WHO are the actors? Are you available to provide information? How much? Do you need support? Which kind of support? Which may be the coordination among the Secretariat and the projects? Who does what? Questions for the working groups
