Topics  Legal Requirement of Draft Budget  Items of Concern  Revenue for FY 2008  Items Budgeted in 2008 and not 2007  Items included in the Draft  Difference in Draft Budget of $18,000  Data Integrity

KRS (6) (a)  KRS (6)(a) requires review by the BOE of estimated revenues and expenditures for the subsequent fiscal year by January 31.  The Draft is merely early planning and is not set in stone. Much work is still to be done.

Items of Concern  Continuation of district instructional programs and support (Gifted and Talented, Title I and II)  The uncertainty of state grants and SEEK funding for FY 2008 (adjustments to appropriations) and 2008 base SEEK amounts  Legislative action that may increase expenses without any state support (pay increases)  Facilities

REVENUES  Beginning Balance is estimated to be between???  SEEK Appropriation per KDE is 314 dollars more per ADA than current FY (due to mandated salary increase )  All other items remain similar to current year.

Items That Are Included  SBDM staffing allocations are budgeted using the current formulas before adjustments for enrollment  Routine maintenance and operational expenses

Expenses not budgeted in FY 2007

SUMMARY  STATE REVENUES PROJECTED TO DECREASE  POSSIBLE UNFUNDED STATE MANDATES  DRAFT IS A SKELETON OF WHAT IS TO COME  WHO KNOWS WHAT THE LEGISLATURE WILL DO???????

 Data Integrity  Last Updated on Saturday, January 06, 2007 at 6:02 AM  Data integrity is a priority of the Kentucky Department of Education. The Office of District Support Services, Division of School Finance, has oversight of the accuracy of much of the financial and statistical data being reported by local school districts. Because so many decisions that affect district budgets and operations are made by KDE, the Kentucky General Assembly, and the federal government are based on this data, it is imperative that it be as accurate as possible.  Regional data integrity meetings are periodically held around the state to inform local school districts of changes and enhancements to required reporting that will facilitate the accuracy and comparability of the data.  Data integrity mandates, such as those presented at regional meetings, will be addressed on this page. In addition, district data will periodically be reported in a format that will encourage analytical review by the district and will support the changes requested by the department.
