DEVELOPMENT OF A GEODATABASE FOR THE NOISE DATA WORKFLOW Environmental Noise Directive Country Reporting Obligations Noise data provided by the Member States INPUTS Quality check DEVELOPMENT OF A GEODATABASE FOR THE NOISE DATA NOISE viewer OUTCOMES STATUS OF NOISE IN EUROPE (impact, affectance, health,…) Spatial analysis Research GIS and WEB technologies

DF4: Current status DATA PROCESSED: Data delivered by Member countries until 20th February 2009 Several updates have been already received, and more are expected  updated QC of DF4 data will be done by the end of 2009.

DF4: Workflow overview Quality check 1 Access application Data model INPUT Zero values Empty cells Completness Coherence COUNTRY Excel Data base Quality check 1 Quality check 2 Metadata Spatial reference Correctness SD DF1 vs DF4: data coincidence Unique ID 1 to 1 relationship Shapefiles Preliminary check of the INPUT information: - Information understandable? Countries deliver the information following the proposed ENDRM? Language? Quality check 1 of the statistical data: - Completeness? Obligatory cells left in blank? (pink cells) - Errors on the data provided? Like correctness of the data? Of the units? Coherence/comparison among noise exposure numbers? Quality check 1 of the spatial data Spatial reference? Metadata? Correctness of the spatial data: overlapping polygons? Check if the polygons delivered coincide with the information delivered for DF1 TO BE NOTED: CONTOUR MAPS, and not MAPS ON NOISE EXPOSURE Quality check 2: unique ID? 1 to 1 relation to link the attributes (noise exposure data in this case) missing references Development of a programme on Visual Basic to automatically import the data from Excel files into a relational database (Access). During this process the following quality controls are automatically performed and detected issues recorded in a specific table: Wrong data format (ENDRM as reference): length, data type, units Mandatory data not provided. When data already compiled, the following rules are automatically checked: Consistency between entity codes in DF1 and DF4 Consistency between different variables (Lden >= LdenMajor) Georeferenced database OUTPUT Reference layer / Statistical analysis

RESULTS: QC report + Detailed analysis at country level Information used as input for the letters of clarification sent by the European Comissionto the MS

RESULTS: Complete database of the noise exposure data

RESULTS: Noise Reference Layer

Agglomerations: sources of noise (Lden) Noise bands 41,2 Mio people exposed Noise source

Agglomerations: impact of roads (Lden / Lnight) 42,1 Milion of people 27,7 Milion of people

People exposed to major roads (Lden / Lnight) 44,5 Milion of people 5,6 Milion of people

People exposed to major rails (Lden / Lnight) 7 Milion of people 5,6 Milion of people

People exposed to major airports (Lden / Lnight) 1,1 Milion of people 0,35 Milion of people

Review of data reported in accordance with the Environmental Noise Directive PART 2 Jaume Fons and Núria Blanes (ETCLUSI) Expert Panel on Noise (EPoN) – Brussels, 7th of September, 2009

Data reported – DF5 Inclusion data deadline: 2nd July 2009 Data Flow 5 – Report on all major roads, railways, airports and agglomerations Inclusion data deadline: 2nd July 2009 8 countries: No report Data from 20 countries will be quality checked (incl NO) Reportnet: Total 15 (+NO) EU countries: BG, CZ, DE, DK, FI, HU, IE, LT, LV, PL, PT, RO, SE, SK, CY + Norway CIRCA: Total 4 countries: AT, EE, ES, FR + 3 that already reported by Reportnet: BG, CZ, RO No report: 8 countries: BE, GR, IT, LU, MT, NL, SI, UK

Data reported – DF5 (21 countries) Agglomerations > 250.000 = 100 +17 Agglomerations < 250.000 = 162

Data reported – DF5 (21 countries) Major airports Major airports

Data reported - DF5 Rails / roads: large number of segments to be processed.

Data reported – DF5 Difficulties encountered Not using Reportnet (there are several templates from the past) Using Reportnet, but not running the automatic QC Running the QC and accepting errors Few countries provided data in spatial format Nr of countries that have provided data in spatial format

DF6: Data reported Inclusion data deadline: 2nd July 2009 Data Flow 6 – Noise control programmes that have been carried out in the past and noise-measures in place Inclusion data deadline: 2nd July 2009 18 countries: No report 1 country: Partial report Data from 10 countries will be quality checked (incl NO) Need to translate the information: 4 countries Reportnet: Total 7(+NO) EU countries: DE (not all landers), FI, IE, LT, LV, SE, UK + Norway CIRCA: Total 2 countries: CZ and ES Translations for: DE, FI, NO, SE No report: 18 countries: AT, BE, BG, CY, DK, EE, FR, HU, GR, IT, LU, MT, NL, PL, PT, RO, SI, SK (DE partial data only)
