2 Andalusian Energy Agency Constituted as a government-owned entity assigned to the Regional Ministry of Economy, Innovation and Science, with competences in the energy area. OBJECTIVES Basic: To obtain the optimisation of the Autonomous Community of Andalusia´s energy supply in energy, economic and environmental terms Strategic: To engage the Andalusian society so that it permeates the need to use energy efficiently and maximise the use of renewable energies

3 Tools of the Andalusian Regional Government TOOLS ANDALUSIAN REGIONAL GOVERNMENT Legislative Tool Management Tool Planning Tool Financial Tool LAW 2/2007 ANDALUSIA Andalusian Energy Agency PASENER Subsidies & Repayable funds Main objectives 2013: 18.3% of Renewable Energy Sources contribution with respect to Primary Energy consumption 8% of Primary Energy saving with respect to % reduction of energy intensity compared to 2006 Renewable Energy: Primacy of Renewable Energy over the rest of the primary energies – declaration of public utility or social interest Energy Saving: Certificación of all consumption centres, buildings as well as industrial centres

INCENTIVE SCHEME for the sustainable energy development of Andalusia. Aimed at subsidising investments that allow the energetic improvement in the consumption and generation of energy in any sector. Action lines: REPAYABLE FUNDS for the promotion of renewable energies and energy effiicency. Fund for ordinary loans, in market conditions, preferably for SMEs. Financial tools Energy saving and efficiency Renewable energy facilities Facilities of energy use Energy audits Energy infrastructure

Energy saving and efficiency projects Categories of projects included: Energy saving and effiiciency projects in processes or equipments Energy saving and efficiency projects in buildings and their facilties Energy saving and efficiency projects in exterior lighting facilities Energy saving and efficiency projects in transport Substituting traditional fuels for other less polluting fuels With these projects, a decrease of the energy consumed in the processes or productive equipment of the companies, buildings or energy consuming installations thereof, exterior lighting facilities, or transportation of persons or goods, is obtained.

Renewable energy installation projects Categories of projects included: Electricity production Production of thermal energy Joint production of electricty and thermal energy Production and/or logistics of biomass and biofuels Projects in which using natural renewable resources like wind, solar radiation or biomass, energy is generated as heat or electricity. Projects of energy use facilities Categories of projects included: Cogeneration projects Use of residual heat Energetic valuation of non biomass residues Projects that obtain a greater energy efficiency in industrial production or in the use of energy, by using residual heat or cogeneration.

Projects of energy studies and improvement of the infrastructure Studies for energy saving Studies for the implementation of renewable energies Energy audits and consultancy Diffusion actions Actions that facilitate decision-making to make investments in energy, through energy audits or viability studies, for the incorporation of renewable energies and to obtain improvements in energy savings. Secondary transportation networks and gas distribution Distribution networks of electricity power Distribution networks of thermal energy Improvement of the energetic infrastructures like the extension, development or improvement of the networks of transport and distribution of gas, of the infrastructures and distribution of electric power or the development of distribution networks of thermal energy.
