Budget Outlook National Defense Army Economic troubles continue: slow growth, little job creation, ballooning deficit. Defense The Budget Control Act mandates that DoD reduce spending by $489B over the next 10 years. Defense SPENDING WILL decline. OCO will mostly end. Budget and manpower (end strength) will be reduced. Sequestration would have a major impact Army If history is a guide, the Army will get more than it’s fair share of decrements Must continue to source the War in Afghanistan…while drawing down Aviation – last out Reset of equipment is a critical priority UNCLASSIFIED

ACC Trends & Impacts FY 12 Contracting $’s Army spent $106B ACC spent $74B – 70% ACC-RSA Spent $24.7B – 33% 65B 103B Sources: (1) FY11 & 12 Actions & Dollars Data obtained from FPDS-NG standard report (Federal, Defense, Other Defense Agency, Air Force, Navy & Army totals) (28June 2012), (2) Actions >= $100K obtained from Army Contracting Business Intelligence System (ACBIS) Ad Hoc report on 27 June 2012 to obtain FY08-12 contracting data from FPDS-NG Contract Action Report (CAR) (27 June 2012) (3) Total number of ACC Employees obtained from G1 The reduction in funding is declining slower than the reduction in actions is due to the following assumptions: (1) The acquisition community has been under a Continuing Resolution Act (CRA) for the past couple of years, this would explain the slow increase in obligations less than $100K (i.e. more smaller dollar actions, incrementally funded projects).  (2) An increase in the number of high dollar large contracts (i.e. major weapons systems, multiple award (MA) IDIQs would explain a higher pace decline in number of actions in comparison to the decline in funding (fewer actions over the course of a fiscal year, but constant spend).
