Climate Change and energy security in the EU Outermost Regions (OR) Jose Ignacio Gafo Seminar on the Future of the EU Outermost Regions. Brussels May, 15, 2008

The multidimensional concept of security of energy supply Elements of security of energy supply: Diversification: Many eggs, different baskets. Resilience: Twist and stretch without breaking. Integration: One world, one market, many individual settings and actors. Information: Never behave like an ostrich. Consideration of lifecycle costs and energy conservation: Save natural resources, save energy and also save future generations.

Energy situation in the EU Outermost Regions Diversification: Limited. OR have a very high dependence on oil. Resilience: Very limited. Many isolated electrical systems. Integration: Impossible, because of geographical fragmentation. Strategic bunkering stations. Impact on higher energy costs Information: Good, but here that helps little. Consideration of lifecycle costs and energy conservation: Emphasis was given on rational energy use. Supportive but not decisive. The final result is a very high vulnerability of OR

EU external energy dependence and Kyoto commitments

Some specific challenges of Climate Change in the OR Energy Vulnerability: The risks and consequences associated to an oil disruption are many times higher in an EU Outermost Region than in a territory in the mainland of Europe. Weather and health vulnerability: The probability is also higher of extreme weather events of or new infectious diseases to humans or vegetation. Biodiversity loss: Overabundance of endemic wildlife and vegetation in the OR Extreme dependence of tourism. Risks associated to supply crisis and global warming gradually diverting tourism flows. Climate Change and Environmental migrations: The OR are the last outpost of the EU in the face of water and clima provoked, migration floods from Africa and the Caribbean.

Sustainable Climate Change Strategies and the OR Impact Analysis: Insufficiently developed. Most EU funded research programs (PRUDENCE,ADAM, PESETA) leave out the OR for geographical reasons. Mitigation: Less potential of intense mitigation efforts (lower emissions per capita, lack of heavy industries, relatively higher energy for transport requirements). Adaptation: The costs of adaptation are relatively higher, associated with the specific risks, the lower GDP per capita and the territorial fragmentation and distance from the mainland. Mitigation and Adaptation are positive to reinforcing security of energy supply.

..but also some positive aspects Potential for renewable energies: There is, in general, an important potential for fostering renewables (specially wind, solar and geothermal) and also to better energy rational use. Laboratory of experimentation in CC adaptation: The OR are, formidable and close, launching platforms for European technologies and know-how, related to climate change and renewable energies to Africa, the Caribbean and the Indic Ocean.

And last some concrete proposals for debate To develop, in the EU VII RDT, a specific research subprogram to extend to the OR, the results of the PRUDENCE, ADAM and PESETA projects. As a result, deepen the Impact analysis of specific legislation related to energy or climate change, that may have a disproportionate negative effect in the OR Regions (for instance, extending emission trading to the maritime industries). Create a specific Regional Fund Program, to cover the over costs of adaptation investments, to climate change in the OR relative to the mainland of Europe. Use the OR as a laboratory to experiment European technologies and know-how related to renewable energy and climate change mitigation and adaptation, that later could be more easily adapted to geographically close countries of Africa, the Caribbean and the Indic Ocean.
