Role of the National Roads Authority Secure the provision of a safe and efficient network of national roads. Delivery of the national roads programme in accordance with Government policy. Supervision of project planning and implementation by local authorities. Allocation of funds for road projects. Implementation of the Public Private Partnership programme for national roads.

Background Irish economy constrained by deficiencies in national roads network: –In 2000, motorways constituted only 0.1% (100km) of public road network (EU average 1.3%). –World Economic Forum Report rated Irelands road infrastructure 37 th out of 59 countries. –Irelands transport infrastructure ranked 13 th out of 15 EU Member States (IRL Competitiveness Council). 5,400km of national roads carry almost 50% of traffic. Efficient and safe network of national roads critical for economic growth and regional development.

Background (Contd.) Comprehensive study of network capacity and performance undertaken. Improvement strategy identified for period. Road types, timing of improvements and estimated cost established.

National Roads Development Strategy Strategic framework set out in National Development Plans (NDP), and and Economic & Social Infrastructure Operational Programme (ESIOP). Initial focus on completion of five Major Inter- Urban routes linking Dublin to other cities by motorway, and completion of the M50 Dublin C- Ring motorway. 900km motorway/dual carriageway and extensive improvements to other routes to be completed. Substantial Government investment committed, to be supplemented by 2bn from private sector for Public Private Partnership schemes.

Funding for National Roads Development Programme ( billion)

Programme Implementation Restructuring of the Authority. Establishment of Regional Design Offices. Project Management Guidelines. Design standards for roads and bridges. Construction industry capacity supplemented by overseas contractor involvement. New forms of contract – PPP, Design & Build and Fixed Price. Integration of environmental considerations into road planning and construction. New legislation to accelerate statutory approval process. 1. Overall Project Planning 2. Constraints Study 3.
