Murray PHN funded by the Australian Government to deliver a range of primary mental health services Includes Access to Allied Psychological Services (ATAPS) and Mental Health Services in Rural and Remote Areas (MHSRRA) Services targeted at groups in the Murray PHN catchment who experience barriers to accessing mental health services Target groups include: People who are less able or unable to pay fees; Culturally and linguistically diverse communities; and People in rural and remote locations 4 RFT101 Information Session Murray PHN | Primary mental health services

Aims to provide better mental health outcomes for individuals with common mental disorders (high prevalence disorders) through offering evidence based short term psychological interventions within the primary care system Offers referral pathways for GP’s and promotes a team approach to the management of common mental health disorders Murray PHN’s ATAPS service model promotes autonomy for service providers to manage their own referrals and encourages building relationships with medical practitioners Access operational guidelines for ATAPS 5 RFT101 Information Session ATAPS | Overview

Tier 1: Targets hard to reach groups within the Murray PHN communities to complement (but not replace) Medicare subsidised mental health services Tier 2: Targets specified groups with priority needs including perinatal depression, child mental health services, Aboriginal and Torres Strait Islander people The provision of Tier 2 services require specialist qualifications and experience as defined in the operational guidelines 6 RFT101 Information Session ATAPS | Target groups and tiers

Provides clients with assistance for short-term limited intervention Clients are eligible for a maximum of 12 individual and/or group therapy sessions per calendar year, including 6 time-limited sessions with an option for a further 6 sessions following a mental health review by the referring practitioner Referring GP determines whether the client meets the ATAPS eligibility criteria for access. The medical practitioner retains clinical oversight and must provide a mental health care plan The ATAPS provider determines whether the patient referred is appropriate for the service Summary patient information and statistical information on sessions must be provided to Murray PHN on a regular basis by the ATAPS provider to inform the minimum data set mandated by the Commonwealth 7 RFT101 Information Session ATAPS

Provides mental health services to rural and remote communities that would otherwise have little or no access to mental health services Targets people with diagnosis of mild to moderate mental illness Service delivery model designed to address local needs and conditions, with an emphasis on promoting the capacity of clinical staff and local communities to meet their primary mental health needs Clinical service delivery may include face to face, group sessions, telephone and tele counselling as appropriate and agreed with the client 8 RFT101 Information Session MHSRRA

Provides a mental health referral pathway for a GP to access service on behalf of their patient The medical practitioner retains clinical oversight and must provide a mental health care plan to accompany the referral The MHSRRA provider delivers psychotherapeutic approaches to the management of common mental health disorders and promotes a team approach to the management of mental health disorders MHSRRA providers may provide evidence based, short term psychological interventions in addition to other psycho therapeutic support Access operational guidelines for MHSRRA Summary patient information and statistical information on sessions must be provided to Murray PHN on a regular basis by the MHSRRA provider to inform collection of the data set required by the Commonwealth 9 RFT101 Information Session MHSRRA

The Federal Government commissioned a national review of mental health services in 2014 Scope and design of federally funded mental health services beyond 2015/16 will be informed by the Commonwealth’s response to the commission findings and recommendations In this current year PHN’s have been tasked with continuity of existing services The term of service contracts offered through the tender process is expected to be 2 November 2015 to 30 June RFT101 Information Session Services beyond 2015/16

Weighted evaluation criteria: Capability (50%): The tenderer demonstrates a valid and effective approach to delivery of the proposed services as described in the statement of work set out in section 5 of the tender guidelines Experience (10%): The tenderer demonstrates relevant experience and provides evidence of working with: disadvantaged, low income and hard to reach groups in the community; clients with diagnosed mental health disorders; short-term models of providing psychological interventions; and other providers to meet client needs Qualifications, skills and knowledge (10%) Quality systems (10%): The tenderer provides evidence of existing quality systems and processes which support clinical governance, including, safety and risk. If a tenderer does not currently have a quality system in place which meets this criteria, the tenderer must submit a proposal describing how such quality systems and processes would be established Price (20%): The tenderer provides pricing information at schedule B of the tender schedule which sets out the firm price(s) for delivering the proposed services based on the types of service(s), number of sessions and geographic location(s). The tenderer’s price must represent full compensation for provision of the services including all associated costs and expenses, resources, administration and travel 15 RFT101 Information Session Evaluation criteria
