Member’s Forum Sporta General Meeting Wednesday 19 th September NEC, Birmingham

In the Balance NEGATIVE Economy – less money, especially for some Public expenditure cuts – LAs may have no choice Challenges to the trust model – policies and opponents POSITIVE Resilience - what people want and we provide Public policy needs – trusts deliver on several Olympics/Paralympics & Commonwealth Games – they’ve got to do something

Business Rates Retention England From 1 April 2013 the incentives swing against new trust options TRUST - LAs will need to meet 50% of the cost of mandatory and discretionary business rates (BR) concessions provided for trusts and other charitable organisations. Previously all of the mandatory cost ( 80% of the total BR ) and 25% of the discretionary cost has been met by central government. IN HOUSE - LAs retaining the facilities and services in-house will only pay 50% of the BR cost. Previously they have paid 100% all of which has gone to the national pool PRIVATE CONTRACTOR - LAs which outsource the operation of the facilities and services to a private company will keep 50% of the BR which these companies pay. Previously the whole of these payments were passed straight to the national pool.

Scotland BRIS – shared where they exceed the target. Central government still pays 95% of costs = not much effect? Wales Independent review recommendations include: that the Welsh Government consider enabling local authorities to retain a proportion of the income they generate from business rates (on a devolved basis) the Welsh and UK Government consult with the charitable and retail sectors to review the current rating provisions for charities and social enterprises. Welsh Government will announce conclusions later this year Business Rates (2)

Charitable Status WHAT Better presentation More use of funding WHY some more money distinctive identity strengthens the trust case

Inter trust Competition Public benefit rules/Competition legislation/ procurement regulations “Two models” of trusts – both are challenged Competition law limits sporta options So we propose : - a competition compliance policy and work on procurement - a campaign for the distinctive community offer - considering in our review of the sporta constitution - if necessary separate member networks ?

CIMSPA at a critical stage – will it be supported? what role can it play? CIMSPA and Skills Active – close to agreement? Delivery of the SPELG plan? Skills & Sector Leadership
