Primary Objectives of WIT Western Interchange Tool (WIT) Don Lacen - Public Service Company of New Mexico (PNM) NERC Interchange Subcommittee- Chairman WECC ISAS Business Practice Workgroup- Chairman Primary Objectives of WIT To provide a tool for Balancing Authorities (BA) that is: A single source of confirmed and validated interchange schedules between Balancing Authorities. An accurate interchange value that will significantly reduce or eliminate the possibility of controlling to the wrong interchange number.       A primary method of checkout with adjacent Balancing Authorities. • Each BA should be controlling to the net schedule that the WIT calculates (or resolving the difference before the operating hour).

Western Interchange Tool (WIT)- Update Primary Objectives of WIT To provide a tool for Balancing Authorities (BA) that is: A consistent, and automated after-the-fact NERC and WECC reporting interface for all WECC BAs. • This will also provide compliance monitoring entities with the information and interface they need to assess compliance.   This will lead to increased compliance with NERC, NAESB, and WECC interchange standards and business practices. The WIT provides additional automated E-tag validation and single WECC eTag authority services. • Eliminates the current problem with inappropriate approval of tags with incorrect information, (Source, POR, POD, Sink etc.) while increasing the quality of the tags created in the WECC.

Allows for Balancing Authorities and Reliability Coordinators to comply with current NERC, NAESB, and WECC Standards and Business Practices related to coordinating interchange, reliability and reporting. 2. A common treatment of e-Tags in the calculation of Net Scheduled Interchange between WECC BAs thus reducing the possibility that BAs control to the incorrect net interchange. 3. Provides common interfaces to transaction information that allows BAs to communicate and work together more efficiently. 4. Automates NERC and WECC interchange reports (inadvertent, etc.) 5. Establishes a standardized representation of schedule information using the e-Tag, which provides the basis for electronic scheduling. 6. Provides a single source of information, standard data access methods, and a user interface for compliance monitoring. 7. Provides archiving of transaction and interchange records.

Will eliminate the need to do verbal pre-schedule, next hour ATF schedule checkout and problem resolution checkout.   10. Decreases the time spent by reliability entities performing manual tasks and checkout thus increasing reliability by increasing time available for system monitoring.   11. Provides a Single Tagging Authority (IA) function for all WECC BAs.   12. Provides the defined functions of the Interchange Authority as described in the current version of the NERC functional model.   13. Provides additional automated tag validation currently done manually by some transmission providers, thus reducing workload and improving reliability.   14. Provides source/sink net scheduled interchange.
