22 The Rulemaking Process A proposed rule or change to an existing rule is published in the Federal Register, which has upwards of 70,000 pages per year. Comments are invited. The agency holds hearings to collect evidence. The agency considers the evidence and publishes a final regulation in the Federal Register and the Code of Federal Regulations.
