6 Findings - Regulation Regulatory Framework for SMS - Organization Complicated organizational structure influencing the regulatory responsibilities DGCA has the responsible as the regulatory function within aerodromes ATS/CNS lies under the AAI (incl. Aviation Safety Dep.) Functional separation between ASD and ATS/CNS ASD is developing a Safety Management Manual Both regulatory framework and corporate SMM - Mix of roles (rule making, implementation, oversight)

7 Findings - Regulation SMS – DGCA and ASD – Organization Two authorities will be responsible for establishing the regulatory framework for aerodromes How are the responsibilities defined? Will the aerodromes be audited by two authorities? Who has the responsibilities when corrective actions are required?

8 Findings - Regulation Regulatory Framework – Aerodromes Requirements Currently only based on the Annex 14 provisions No details on the regulators expectations Organizational structure Responsibilities Reporting System Safety Assessment (e.g. requirements for SSA during approval process of new airports)

9 Findings – Implementation Plan The ASD SMM will establish the basis for implementation in the AAI No formal plan for the development of the manual No formal implementation plan developed Activities to be performed, deadlines, goals, etc. Definition of responsibilities throughout the organization? Will the affected airports get extra resources or will they have to find it within the organizations?

10 Findings – Target Levels of Safety The process of defining the Severity Classification Scheme is ongoing in the AAI DGCA has not been involved Risk of inconsistency No Acceptable level of safety defined ATM Contributing Factors not defined Reporting system required to provide credible statistics for the Target Levels of Safety

11 Findings – Reporting System Not regarded as satisfactory by the operational personnel Complicated infrastructure No or late feedback A non-punitive reporting system is in place The practice is different

12 Findings – Other Aspects Management Commitment Recruitment Policy of Safety Personnel Culture – Awareness programmes Safety Awareness Week – utilize it! The military has valuable experience with reporting systems and regular safety meetings The responsibilities within the safety area are to be defined and allocated to specific job descriptions

13 Recommendations Regulatory Framework for SMS Define responsibilities of organizations involved Separation of regulator and service provider – at least at the functional level Legal framework – authority of the regulator For the introduction of SMS Amendment procedures Cooperation between DGCA and service providers The regulations should be harmonized Resources – Financing of regulator

14 Recommendations Two tasks resulted from the first visit: Produce a plan leading to the readiness to produce a regulatory framework, and Obtain management acceptance of the planning process What is the progress on these matters?

15 Recommendations SMS Implementation Plan Definition of responsibilities of the involved parties (including whether the developed manual is a regulatory framework or a corporate framework) Development of a formal implementation plan Implementation strategy Goals, milestones and activities Resources and organization Time for reflection and culture development Possible starting point: Safety Assessments

16 Recommendations SMS Implementation Plan – continued… Two tasks resulted from the first visit: Get the required management acceptance to produce the implementation plan, and Begin defining possible activities required to implement a Safety Management System in India What is the progress on these matters? The Integra Generic Implementation plan was handed out.
