22 HELION HIGH RENEWABLE ENERGY SOURCES INTEGRATION INTO THE ISLAND ELECTRICAL GRID  Develop a knowledge and a control of the global energy system (management of the intermittent aspect of the solar energy source and sizing the system) as well as the technology based bricks.  The components of an energy system based on hydrogen technology are today in a development phase. To test them on a study and experimental platform must allow us to validate the present and future development.  The R&D Platform of Vignola – Ajaccio (Corsica) must allow us to develop ant to set-up models, to quantify and to propose optimized architecture of adapted system based on an association between RES and Hydrogen Specific case of Islands Objectives R&D

77 HELION In a double context of :  Fragility of the electrical energy system  cluster « CAPENERGIES »  Several partners are grouped together, on the initiative of the University of Corsica To define and implement, within the framework of the Cluster and with the support of the Corsica Economic and Development Agency, the project of R&D on the site of Vignola in Ajaccio. 88 HELION partners The partners are : - The University of Corsica, leader of the project¸(management and control- command) - Hélion, Subsidiary of the AREVA Group, specialized in the hydrogen technologies (electrolyser, fuel cells) - Raffalli Group, Corsican group of public works, occurring strongly in the field of the renewable energies (more particularly of the photovoltaic) (PV array and electrical node) - French Atomic Energy Agency, developer of the hydrogen sector (hydrogen storage) contributors The others contributors : - The Corsican Local Government and its Economic Development Agency, principal fundings - The city of Ajaccio, city where the project is developed - The French Government services and Ademe, naturally associated to the elaboration of a such important experimentation Presentation of the Project Partners

99 HELION Presentation of the Project Governance aspect The Scientific Association governance is constitued by: - a Control Comity, based on the Administration Council of CAPENERGIES: control the scientific activity of the Association and the use of the funds - a Comity Steering, only composed by the members of the Association: operational structure of the Scientific Association, define and set-up the R&D program

10 HELION  Main objective is to control the system power output on the grid during critical hours : peak load shaving  An homothetic approach is made, downscaling the power requirements from 30 MW to 200 kW  Primary power is supplied by a 550 kWp PV plant  Experiment the association of a photovoltaic array and an hydrogen chain in an electrical grid connection condition (Budget of about 18 M€ over 5 years) Presentation of the Project Objectives Load to satisfy  Maximal Power : 200 kWe  Daily Energy : 440 kWh

11 HELION  System optimization is seek through:  The assessment of the storage needs according to the system objectives  The definition of the more adequate working profile for the electrolyser  The use of an H2/O2 FC system  The use of an HP PEM electrolysis system  Heat recovery and storage  Water management Development of PEM systems Overall process design Energy storage is designed to allow the fuel cell system to supply electricity while a 3.5 days blackout occurs Phase I: FC system nominal power 50 kWe Electrolysis nominal flowrate < 10 Nm3/h Phase II: FC system nominal power 200 kWe Electrolysis nominal flowrate 40 Nm3/h Different control strategies must be set up in phase I and phase II Hybridizing design Presentation of the Project Objectives

13 HELION Presentation of the Project First scientific results  One common techno-economic tool is being developed by the partners (Hélion, University of Corsica, CEA)  Integration of each partner competencies in order to develop the most accurate model and to integrate technological advances realized in the many fields involved.  Two levels are implemented in the soft  Economic level : macro economic assessments (cost of grid electricity, interest rate, etc.) Techno economic assessments (equipment costs, lifetime, etc.)  Design level: Which combination of equipments match the objectives of the hybrid system? 1) Techno-economic sizing tool Status: beta version of the soft is in use. The tool will now be compared to real-life through the demonstration projects  For each kind of application family, typical process and electrical design will be studied and classified in order to set up an engineering reference library 2) Electrical & process library Status: referencing project starting December 2007

15 HELION Presentation of the Project First scientific results : sizing  From an energy approach  Using chronological solar irradiation (20 years).  We can size the system : {PV peak Power, Hydrogen storage} in view to satisfy each day the requiring load Sizing Curve for a 50 kW Fuel Cells 3.5 days of autonomy: PV : 125 kWp M(H2) : 160 bar Evolution of the hydrogen storage versus the autonomy days

16 HELION  The R&D project of Vignola-Ajaccio : - The project the more important with the label of the Capenergies cluster - An exemplary project in terms of partnership public-private - An emblematic project for Corsica towards the energy challenges of the Island and for other islands - Consideration of all the environmental aspects Today, the main questions are treated what allows to envisage a start- up of the project and a respect of the terms.  Scientific, social and economic effects are expected CONCLUSION

17 HELION  The objective of the platform is to allow a controlled injection of electricity from RES into the electricity network.  The main mission fixed at first is to support the electricity network, essentially on one of these meshes, in view to shave the peak load, and to contribute to achieve an high rate of integration of RES (> 20%).  The association « RES/H2/FC » could permit to exceed the technical limit of 100 MW of RES. The objective is to develop a system and a methodology in view to improve the management and the stabilization of the electrical grid. CONCLUSION

18 HELION -- Islander Self-sufficiency Energy -- CREATE JOBS and TECHNOLOGICAL KNOWLEDGE A priority for islands TO FIGHT AGAINST GREENHOUSE GASES Islands are affected by climate change (hurricanes, rise in the water level, sea biodiversity …) TO SECURE THE ENERGY SUPPLY ON THE LONG TERM Islands are vulnerable in spite of many renewable resources CONCLUSION
