Punjab Cities Governance Improvement Project (PCGIP) Environmental and Social Management Framework (ESMF) WASA Lahore

PCGIP and ESMF “Punjab Cities Governance Improvement Project (PCGIP)” is a world bank funded project aimed to support the five cities of Punjab (Faisalabad, Gujranwala, Lahore, Multan and Rawalpindi) to strengthen their governance system. Under PCGIP, ESMF is prepared by the government of Punjab to mitigate the environmental and social issues that may emerge during the execution of development schemes undertaken by the CDGs and WASAs of the five cities.

ESMF and WASA Lahore OBJECTIVE: ESMF aims to strengthen the present regulatory framework on management of environmental and social issues faced by WASA Lahore. To include the Environmental and Social Management in service deliveries of WASA Lahore. And to ensure that the schemes implemented by WASA Lahore are environmentally sound and socially acceptable.

ESMF Applications

CAPACITY BUILDING Orientation Workshop on ESMF/ESMPs with MD (WASA) , DMD Engg. (WASA), Director Planning & Evaluation, Director (O&M) Gunj Bukh Town, Director (Hydrology) and others. Two days training workshop on “Social & Environmental Issues in Urban Development” and ESMF on 10-11 Dec, 2013. One day capacity building workshop titled Implementation Of Environmental Regulatory Framework in Pakistan was organized at Town Hall dated at 11.12.2014 for Environmental Engineers and Social Mobilizers.

ADP Schemes necessary: Two following ADP schemes of WASA Lahore have been categorized under E-1 category for which EIA is necessary: Elimination of Sewerage inlets in Lahore branch canal from Harbanspura interchange Lahore Ring Road to BRB canal. Laying of force-main from Bhogiwal road disposal station Chotta Ravi drain to Shalimar escape channel across Ring road Lahore. Asian Consulting Engineers have been hired as the Consultant for the EIAs of above projects and the work has been already started.
