State of Connecticut Department of Transportation Stormwater Management Plan CONNECTICUT DEPARTMENT OF TRANSPORTATION Bureau of Policy and Planning Cynthia S. Holden Transportation Assistant Planning Director 2800 Berlin Turnpike P.O. Box 317546 Newington, CT 06131-7546 Phone: (860) 594-2922 Fax: (860) 594-3028 Email: Cynthia.Holden@po.state.ct.us

Status of Phase 1 and Phase 2 n Phase 1 n Phase 2 n Phase 1 vs. Phase 2 n Municipality’s Role n Department of Environmental Protection’s Role

COVERAGE n SWMP will cover: –All of Department’s highways, roadways and railways located within urbanized areas –All interstates regardless of location n 3732 miles of state maintained highways and roads (18% of total)

COVERAGE continued n State covers 5554 square miles, 161 square miles of inland water, and 5385 square miles of coastal water under n 169 municipalities - regulated by the Department of Environmental Protection n Old New England state - long history, little record of storm drainage

Strategy to Implement n Preparation of SWPP Plan - By Consultant n Minimum Control Measures - Department defines appropriate BMP’s, designates a person(s) and job title responsible for each BMP, defines a timeframe for implementation for each BMP, defines measurable goals for each BMP. - Prepared and implemented by consultant, Department, contractors and the public n Cost to Prepare and Implement Program

Cost to Implement Program n Preparation of Stormwater Management Plan - $450,000.00 n Preparation of Mapping - $1,800,000.00 n Update Mapping Annually - $450,000.00 n Annual Maintenance and Design Costs - $9,000,000.00 - $10,000,000.00

Illicit Discharge Detection and Elimination Table 3.1 Storm Sewer Map BMP Measurable Goals and Implementation Dates

Table 3.2 Detection and Elimination Program BMP Measurable Goals and Implementation Dates

Construction Site Runoff Control Table 4.1 Requirements and Guidelines for Erosion and Sediment Controls BMP Measurable Goals and Implementation Dates

Pollution Prevention/Good Housekeeping n Operation and Maintenance Program n Employee Training Program n Street Sweeping Program n Catch Basin Maintenance Program n Preventative Maintenance Program

Uniqueness of Connecticut’s SWMP n Coverage - Extensive n Mapping - 8 years to complete n Illicit discharge testing - by district, by ADT, 4 tests vs. 3 tests n 15-inch outfall and greater n Catchbasin rule, 15” pipe n Catchbasin prior to municipality system into state system

Design and Maintenance Issues n Sediment basins in tidal zones n Design 50% complete before drainage design started n Best available technologies - 0.1% used because numbers are not available n Maintenance of systems not funded by feds n Reduction of sediment on roads equals more salt, less sand - more complaints of contaminated wells

Design and Maintenance Issues continued n Coordination between Design, Maintenance Offices n Staffing n Time Frame n Record Keeping n Consistency with Municipalities
