2 2 2 Basis of Design Report (BODR) Purpose A BODR is the Reference Manual for a City to identify, plan for, finance and construct infrastructure improvements over the course of time. It is supported by realistic planning documents, solid financial policies targeted for the implementation of stated goals and trends on the government’s accomplishments and progress toward these goals. The BODR allows the City the ability to apply for Grants and sell Municipal Bonds to finance the Improvements. The BODR is the planning document necessary to secure these types of funding. Other sources of financing may include impact fees and usage fees from transporation, water and sewer.

3 3 3 Basis of Design Report (BODR) Purpose Improvements will be prioritized based on the infrastructure assessment of each quadrant of the City. However, prioritization needs to be able to adapt when different funding sources become available for other types of Improvements in lesser prioritized Quadrant.

4 4 4 Basis of Design Report (BODR) Preparation Costs Typical BODR Consultant Fees: $500 - $750 per acre for a complete BODR Includes Water, Wastewater, Storm, Roads, Sidewalks, Landscaping, Improvements, including Cost Estimates, Phasing and Capacity Analysis City of Hallandale Beach is 2,800 acres BODR fee for Hallandale Beach $ 665,000 - $240 per acre BODR scope includes all the above items except Water and Wastewater capacity and design of improvements. The improvement Studies have been completed and the capacity Studies as forthcoming. Only the recommended improvements were included in the Cost Estimate. Conceptual Permitting for the Storm Drainage System is also not included.

6 6 6 Basis of Design Report (BODR) Community Benefit Plan The CTA Community Benefit Plan has involved the hiring of Annette Aristide, a Hallandale Beach Resident and FAU Engineering Student. Annette has been working part-time on the BODR for nearly a eleven (11) months and will continue to work on the BODR to its completion. We have committed $15,000 to the CBP for this Project. She is a Junior with a 3.50 GPA and is expected to graduate in 2017. Annette is also part of our CBP for the Bluesten Park Project. 66

8 8 8 Basis of Design Report (BODR) Development Process A BODR identifies all the elements of Infrastructure Improvements beginning with an assessment of the existing conditions, followed by the master planning for the proposed subsurface utilities, roadway and sidewalk improvements, including bicycle lanes and bus stops, landscape and hardscape as well as street lighting. Development of the improvements are derived from several sources, Current Engineering Standards, Agency Criteria, City Priorities, Maintenance Issues Environmental Concerns and Land Development. Once all the improvements are defined, the cost analysis takes place. The costs associated with the improvements within the BODR will be linked to a price index (CPI, ENR 20 Cities, etc.) in order to adjust the costs for the future.

15 15 Basis of Design Report (BODR) Priority and approach Based on the assessment of each Quadrant’s existing infrastructure and needs to comply with current Standards the order of priority is as follows: Southwest Northwest Northeast Southeast To implement the construction of the Improvements it is recommended to complete one Quadrant at a time. This will allow for disruption to be localized in one section of the City and not spread throughout. Each Quadrant should be further divided into four (4) Bid Packages less than 200 acres in size. Bid Packages of this size are manageable from a constructability, funding and competitive competition standpoint.
