EPHA A new age

Retirement of current EPHA Liaison Officer Why the need to change? Retirement of current EPHA Liaison Officer Increased funding via schools forum and ensuring we have a stronger voice and value for money An opportunity for the re-purposing of the core business of EPHA To provide a professional association for Primary Headteachers, within Essex, that can work with and lobby the Local Authority and the DfE and ensure we promote primary education and have a fair deal for all schools To facilitate Professional Development Courses for Middle Leaders, Senior Leaders and Headteachers, reacting to the current national trends, in a timely fashion To be an association of mutual support for all Primary-phase Headteachers within Essex To be an association that develops and supports leadership within schools using cutting edge research To be an association that brokers communication between LA officers and individual or groups of schools

What is the proposal? To have an Executive Director (building on the role of the EPHA Liaison Officer) working for up to 200 days a year; attending meetings (National Representation of EPHA, Schools Forum, Network Meetings, County Meetings, Ofsted etc) To have a Professional Officer (building on the role of the EPHA Manager) for up to 150+ days a year to support the Executive Director, including taking minutes at the area meetings, facilitating conferences and courses, taking on the role of treasurer, managing the website and communications, keeping headteachers informed. To have a County Chair, Vice Chair and Executive Treasurer To have Area Chairs and Vice Chairs Limit the area meetings to mornings (led by EPHA) with a lunch (afternoon back at school or working from home) Termly Area meetings LA and EPHA to determine the agenda for the termly meetings in partnership

What could the new Exec Look Like? County Chair and Vice Chair (Serving Headteachers) Executive Director Professional Officer Executive Treasurer Area Chairs/Vice Chairs/other representatives?

New Meeting Structure 1 Area meeting a term for 1/2 a day. Run by Area Chair - Exec Director and Professional Officer present. 1 Exec Meeting a term for 1 day. 1 Super Exec Meeting a term 1 Joint Association Chairs Meeting - 1/2 day (EPHA County Chair and Exec Director to attend)

What will it cost? Proposed £200 per school contribution from the DSG up from current £120 (This will then allow the formula for all schools to be applied after the top slice, therefore being fair for all schools) and an annual subscription of £120 per school. This will raise approximately £134,600 for EPHA (Based on 420 schools) How will the money be used? Daily Consultancy Rate based on average Headteachers Salary for Executive Director (Negotiable) Daily Consultancy Rate for Professional Officer (Negotiable) Venue costs for the year - £36,000 £X left to support expenses and support the costs of speakers of national significance for area meetings and conferences Annual HT and DHT conferences and any CPD courses during the year will be self funding

Executive Director Role Liaison with County Chair and Vice Chair and Exec Officers Representing the views of EPHA to policy makers, senior officers and officials of relevant organisations. Representing EPHA at key, strategic meetings e.g. Schools’ Forum and its sub-groups, Asset Management Groups, CAMHS Strategy Group. Maintaining and developing positive relationships with Essex L.A. and the area’s Regional Commissioner. Supporting the development of networks that will benefit the work of primary Headteachers e.g. across the Local Authorities in the Eastern Region. Keeping up to date with national developments by following, for example, the DFE, Ofsted and National College and then disseminating information directly to Heads. Leading CPD for Heads and senior leaders that provides timely, accessible information on current and pending matters of importance. Maintaining and developing excellent communication with Heads by use of the EPHA website, e-mail and Twitter Supporting Heads with the recruitment of staff by working with Teaching School Alliances, identifying trends in recruitment and exploring initiatives to recruit and retain teachers. Being a point of support for Heads and being able to provide confidential advice on matters of concern. Engaging with the NAHT and other major unions working on behalf of Headteachers within Essex and nationally Linking with and planning events with other Headteacher Associations within the County.

Professional Officer Role Liaise with and support the Chair of EPHA, the Executive Director, and the Executive Committee Liaise with and support primary headteachers in Essex, by phone, email, via the website, at meetings Attend EPHA meetings and produce minutes, distributed to members Produce agendas, ensure circulation etc Manage the EPHA website – keep up to date with information and resources, occasional articles etc Plan, organise and manage the annual EPHA conferences and training Produce reports, surveys and other papers as required Write the termly newsletter and update the Welcome Pack Support new headteachers Produce regular updates for headteachers Attend meetings to represent EPHA as required Provide support and coaching for headteachers Run termly briefings for headteacher groups Take over the Treasurer role, including that of the Area treasurers - manage all subscriptions, accounts, payments to areas, payment of claims etc.

How will paid officers be appointed? Competitive interview process via application Executive Director Role to be: a very recently retired Headteacher a serving Headteacher that wishes to change direction or not a Headteacher?
