Legislative Framework EU Maritime Spatial Planning Directive 2014 UK Marine Policy Statement 2011 Marine and Coastal Access Act 2009 In England – 11 sub-national marine plans Wales, Scotland, Northern Ireland – single national marine plan (initially) Reserved functions: Defence, Shipping, Oil + Gas Exploration and Exploitation, EU + International Relations.

SoS agreement required for publication of consultation draft and to adopt. English Inshore and Offshore. Planning in accordance with Marine and Coastal Access Act 2009 and MPS. Consultation What are your views on the nature and role of the planning body which would undertake the development of spatial plans? Conclusions: new national marine planning body impartial, objective, open and accountable, include relevant expertise from all fields, provide central data collection point and provider of data, act as a facilitator for stakeholder conflict resolution and negotiation, facilitate integrated delivery of marine planning policy across government departments. Marine Management Organisation Setting up of the Marine Management Organisation (MMO) provided for by the Marine and Coastal Access Act Secretary of State remains the Marine Planning Authority but delegated most marine planning functions for England marine plans to the MMO. Statutory objective ‘contribution to the achievement of sustainable development’. Statutory guidance to MMO published in A description of the marine planning system in England - published in to establish a baseline of understanding on how marine planning would be delivered – to be updated based on experience.

What have we learnt so far Just started the ‘journey’ and improving practice as we learn and go forward. Continue to work with MMO to clarify understanding and interpretation of expectations and the ‘ask’. Governance and assurance arrangements. Clear separation of roles and responsibilities – between policy and delivery. Demonstrate the benefits of marine plans.
