Policies will mainly relate to those which reduce CO2 emissions, plus other key policies
Will cover all policies, whatever stage of development

Reported by gas in UK’s 2nd NC:
can clarify action being taken to cut emissions of each gas
but have duplication when reporting policies aimed at several emissions
Reported by sector in programme:
worked better, especially for reporting policies on CO2
but don’t forget cross-cutting policies
Will report by sector in 3rd NC
