Overview of Materials Disposition

DOE Moratorium and Suspension Effective in 2000 Moratorium prohibits the unrestricted release for recycling of contaminated metals from radiological areas within DOE Suspension prohibits unrestricted release for recycling of radioactive and non-radioactive metals from radiological areas within DOE –No release for commercial use –Radiological Area: Radiation area, high radiation area, contamination area, etc. For beneficial reuse/recycling as well as alleviating storage needs and disposal costs, SLAC needs to release some of the BaBar/PEP II components containing metals for recycling/reuse offsite.

Path Forward for Suspension Relief Pantex successfully revised radiation area posting procedures to allow reclassification of the status for previously encumbered scrap in storage –Mainly surface contamination Most of SLAC materials – beamline components that are volumetrically activated SLAC proposed protocol: –Evaluation –Release Criteria –Assurance property meets requirements

Expected Materials Copper cables of various diameters and lengths Iron and steel plates, pipes Concrete blocks Electronic components and crates Rubber and plastic hoses Aluminum piping and components Special items including the Be DIRC

Materials Inside Accelerator Housing: Radioactive Radioactive Materials: Path 1a – Reuse Path 1b – Waste Path 1a Path 1b

Materials Inside Accelerator Housing: Non-Radioactive Non-Metals Non-Rad Non-Metals: Path 2a – Reuse offsite Path 2b – Reuse onsite Path 2c – Dispose Path 2d – Hazmat Path 2aPath 2c Path 2b Path 2d

Materials Inside Accelerator Housing: Non-Radioactive Metals Non-Rad Metals: Path 3a – Reuse onsite Path 3b – “Hold” Path 3aPath 3b

Path Forward for Suspension Relief: Evaluation Process knowledge FLUKA calculations –BaBar detector model –Other geometries model Confirmatory measurements –Measurement and survey protocols that follow MARSSIM guidance Gross beta-gamma field surveys Gamma spectroscopy surveys Portal monitor surveys

Path Forward for Suspension Relief: Release Criteria Clearance levels (Based on 1 mrem/yr): –ANSI N for volumetrically activated materials ~30 pCi/g –DOE Order for surface contamination –Instrument MDA level 1/10 of ANSI & DOE levels Only items below MDA would be released

Path Forward for Suspension Relief: Assurance Property Meets Requirements Personnel will ensure that the calculations and surveys, project documentation, and component inventory and tracking process are of sufficient quality to meet proposed requirements.
