Material Disposition Planning Olga Ligeti Radiation Protection Department MARCH 24, 2009

2 Overview CURRENT CONDITIONS PEP D&D SCOPE MATERIAL DISPOSITION PLAN REUSE CONSIDERATIONS WASTE DISPOSAL CONSIDERATIONS STORAGE CONSIDERATIONS CONCLUSIONS

3 CURRENT CONDITIONS PEP Ring and BABAR are Radiological Areas and all metal and metal containing objects within the accelerator tunnel are subject to: METAL MORATORIUM METAL SUSPENSION

4 CURRENT CONDITION ALLOWANCES METAL & METAL CONTAINING ITEMS –May be conditionally released for re-use for their intended purpose at other facilities, whether radioactive or not. –May be stored on site with an identified future use whether radioactive or not. –Non-radioactive items may be stored on or off- site. –Radioactive items without identified future use will be disposed of as radioactive/mixed waste.

5 PEP LIMITED SCOPE D & D ITEMS TO REMAIN IN PLACE IN THE RING –Tunnel structure –Communication and annunciation system –Fire detection system –Fire suppression system –Overhead lights –Cooling water headers and pumps –Water collection & pumping systems –AC power conduits, breaker boxes and welding outlets –Shielding blocks at IR halls –Cable trays

6 D&D SCOPE REMOVAL FOR POTENTIAL RE-USE –Electro-magnets –Vacuum chambers –Supports –Power Supplies –Controls, RF station, monitors –Beam feedback system –Cavities, Klystrons, HVPS, Waveguide –CAMAC –Some Computers –Some Racks

7 D&D SCOPE cont. POTENTIAL WASTE ITEMS –Beam dumps –Cables –Grout –Water Hoses –Some Computers –Some Racks –Any other items removed without an identified intended use or whose future use is nullified

8 CURRENT GROSS RADIOLOGICAL SURVEY Specific items in highlighted regions showed activation- not all items in region

9 MATERIAL DISPOSITION PLAN RE-USE –PEP-X –FERMI Lab –Italy OFF- SITE DISPOSAL –Mixed Waste –Radioactive Waste –Hazardous Waste –Universal Waste –Electronic Waste ON SITE STORAGE –Use Pre-existing structure –Build a structure

10 MATERIAL & WASTE FLOW DIAGRAM

11 OFF-SITE REUSE CONSIDERATIONS Radiation levels which trigger regulation by the Department of Transportation –Isotope specific Concentration (Bq/g) Based Total activity per consignment –Packing/Shipping Performed or directly supervised by DOT trained personnel Radioactive items require characterization for proper DOT classification –Gamma spec analysis –Other chemical hazards Export Controls –Stanford authorization required

12 OFF-SITE DISPOSAL CONSIDERATIONS Mixed Wastes –Ship out within 90-days of generation –Limited treatment facilities and options Use process knowledge to identify activated items with hazardous components Characterize in advance of generation –Sample paints while still in place –Low background area for gamma spec analysis –Disposal Cost At least $174.00 per cubic foot –Macro-encapsulation – such as painted items

13 POTENTIAL MIXED WASTE EXAMPLES FROM PEP II

14 OFF-SITE DISPOSAL CONSIDERATIONS Radioactive Waste –Dispose of within 12 months of generation –Energy Solutions or Nevada Test Site –Staging Area for waste processing –Disposal Cost Range from $18.00/cuft at NTS to $22.00/cuft EnergySolutions NTS pricing varies yearly based on volume projections –Disposal at NTS requires an NTS approved generator Waste Certification Program or the use of an NTS authorized Broker Waste Certification Program Increased up-front costs –Broker – project specific pricing –SLAC’s own certification

15 RADIOACTIVE WASTE PROCESSING DOCUMENT FLOW

16 OFF-SITE DISPOSAL CONSIDERATIONS Hazardous Waste –Ship out within 90-days of generation Characterize in advance of generation –Disposal Costs vary with hazards $10 - $150 per cubic foot

17 OFF-SITE DISPOSAL CONSIDERATIONS HAZARDOUS WASTES –Exemptions from regulation due to recycling and management systems Painted Metals – Sold – can generate income Electronic Wastes - $2-5/cuft Universal Wastes - $6-95/cuft

18 TRANSPORTATION Trucking –40,000 lbs load limit Additional weight and size permits must be obtained in advance –DOT Regulated Hazardous Materials Radioactive Materials, Radioactive Wastes, Mixed Wastes, Hazardous Wastes, and Hazardous Materials –Registered and licensed hauler –Commercial Drivers License (CDL) with appropriate endorsements –Cost Destination/Diesel/Regulation based pricing –DOT Regulated shipment $3000 NTS (NV)- $4000 EnergySolutions (UT) –Non–Regulated shipment $2000 NTS (NV) - $2500 EnergySolutions (UT)

19 ON SITE STORAGE CONSIDERATIONS Recommend no storage outdoors –Environmental consideration / Upkeep Rust flakes Paint chips Use existing structures – As detailed in B. Wisniewski’s presentation –Modifications for access Racks, isle spaces Building New Structure – As detailed in J. Seeman’s presentation –Design –Building Code requirements –Access

20 CONCLUSION SLAC possesses the competencies and protocols for managing Radioactive, Mixed, and Hazardous Wastes Obtaining approval for SLAC’s proposed DOE Suspension release protocol –Non-Radioactive metals largest volume of items generated in the dismantling
