GEOSS Midterm Evaluation User Interface Committee – March 2010 John Adamec & Yana Gevorgyan GEOSS Evaluation Team

Purpose Increase awareness of the Mid-term Evaluation Invite you to participate in the process Recruit your help to encourage others to participate Receive any questions you may have

What is the GEOSS Mid-term Evaluation? Activity under the Monitoring and Evaluation Framework (initiated GEO V, accepted GEO VI) First of a series of evaluations to report on GEOSS implementation progress Full spectrum of GEOSS activity (9 SBAs and 5 Transverse Areas) –Subsequent years’ evaluations will focus on limited number of SBAs and Transverse Areas

Why a Mid-term Evaluation? Feedback to improve GEOSS planning and implementation. GEOSS Ten-Year Implementation Plan Reference Document- identified need to measure GEOSS impacts Cape Town Declaration affirmed commitment to complete a Mid-term review for the 2010 Ministerial Summit.

Who is conducting the evaluation? Evaluation Team, established for this evaluation –Oversight provided by M&E working group Nominations were presented at the GEO- VI Plenary meeting in Washington, DC Time and resources contributed by GEO Members and Participating Organizations –Support from GEO Secretariat

GEOSS Mid-term Evaluation Follows a detailed evaluation plan which defines scope, objectives, methodology and timeline. The evaluation is guided by a question framework and GEO Documents Methods include- analysis of Key GEO documents, analysis of other documents and reports, individual interviews, broad survey. Complete by May for Ex-Com response.

GEOSS Evaluation Summary Key Points- An evaluation team has been assembled to review GEOSS implementation The team’s charge includes the full scope of GEOSS The evaluation timeline is very aggressive Community feedback is vital to completing this project!

We Need You!

Opportunity to Participate: Survey Online Survey- the easiest way to contribute Questions vary by level of involvement with GEOSS ~20 minutes to complete (longer if you have been involved in GEOSS development) Available through 30 March. Find the link in- invitation, GEO News Issue #7, Facebook Survey web address is

Opportunity to Participate: Interview Evaluation Team will conduct a series of individual interviews –Approx. 100 names –By phone or in-person –Interviewee list formed in consultation with home organizations –Consideration given to subject matter and geographic representation Look for- A notification from the GEO secretariat Follow-up from the Evaluation Team

Opportunity to Participate: Contribute Material The Evaluation Team is interested in- Reports or Evaluations of GEOSS activities Journal articles or other literature about GEOSS If you would like to provide materials to the team: the items to

Opportunity to Participate: Outreach GEOSS serves a global community of users and contributors. Evaluation feedback will improve the future of GEOSS. The evaluation team does not have the ability to reach each member individually (though we would love it if we could). Help Us, Help You to Help Them We know that you know more people- through mailing lists, meetings and conferences, co-workers, colleagues, professional societies. Please pass the message along. We need feedback from all over the GEOSS community: users, contributors, supporters and critics. Please participate and encourage others to do so as well!

Background At GEO V, the Plenary agreed to establish the Monitoring and Evaluation Working Group (M&E WG) to define and Implement GEOSS successive evaluations starting from the Midterm assessment requested in 2007 by the Cape Town Summit to be performed in At GEO VI, the Plenary approved the approach to GEOSS monitoring and evaluation that was presented by the Monitoring and Evaluation Working Group (M&E WG) and the constitution of the Evaluation Team responsible to conduct the Midterm assessment The Evaluation Team started its activities on January 20, 2010

17 Terms of Reference for M&E WG Define Purpose of M&E WG Define Objectives of M&E WG –Develop M&E Framework –Develop Evaluation Plan Define Approach and Functions of M&E WG –M&E process to be “internal”, non-complex and low cost –M&E to rely extensively on existing tools and instruments –Performance indicators to be uncomplicated, yet viable –M&E to be conducted by individuals designated by GEO members –M&E WG to provide oversight of the M&E process

Monitoring and Evaluation Framework Principles M&E will be conducted within the perimeters of the GEO community; M&E will take into account the non-binding nature of GEO; M&E will make use of existing M&E tools and practices used in GEO; M&E will address the full spectrum of GEOSS implementation activities; M&E will use performance indicators for monitoring; The M&E process will engage the user community; M&E will provide feedback for improvement of future GEOSS planning and implementation; Lessons learned from the conducted evaluation will inform improvements to the subsequent evaluation processes.

19 Approach to GEOSS Evaluation Establish Evaluation Team to conduct evaluation; New Evaluation Team will be appointed for each evaluation; First evaluation, mid-term assessment, based on Cape Town Declaration; Second evaluation to begin transition to regular cycle of evaluating GEOSS Targets: One GEOSS Transverse Area Target One GEOSS Societal Benefit Area Target Evaluation of unplanned contributing activities; Third and subsequent evaluations to be based on a regular cycle: Two or three Transverse Area Targets per year Three Societal Benefit Area Targets per year Future ministerial statements included in the scope of evaluations; Complete evaluation report(s) will be offered for factual review by the stakeholders.

Evaluation Plan for 2010(1) The Evaluation Team has developed the detailed evaluation plan for the midterm assessment in 2010, reviewed and approved by the M&E Working Group It describes evaluation objectives and background, scope of the evaluation (including limitations in scope due to time and resource constraints), the methodology (identifying key data sources and additional data collection methods), the timeline of the activities and includes the composition of the Evaluation Team.

Evaluation Plan for 2010 (2) The Plan consists of a main document and four Annexes. A detailed evaluation question framework has been developed to guide the work of the Team in collecting and analyzing the acquired data (Annex 1 to the Plan). The Strategic Targets for GEOSS implementation, the Cape Town Declaration and the GEOSS Work Plans are clearly and properly referenced in the Plan itself.

Evaluation Plan for 2010 (3) The Team plans to acquire data through different mechanisms: –Review of various internal (to GEO) and external documents to help guide the midterm evaluation –Text comparisons of key documents; –Individual interviews of about 100 key players (interview guide in Annex 2 to the Plan) –A broad web-based survey, directed inside and outside the GEO Community (Description in Annex 3 and Survey form in Annex 4). Survey web address is 4/?source=geoall 4/?source=geoall

Execution of the mid-term evaluation in 2010 has been planned in accordance with the agreed M&E framework and with the objective to make available to GEO VII and to the Ministerial Summit in Beijing: –The mid-term Evaluation Report, and –The accompanying review and response to its findings and recommendations, coordinated by the Executive Committee, to be considered as the “management” response to the evaluation itself. The mid-term Evaluation Report will be distributed to the Executive Committee in time for the 19th meeting, currently planned for the first half of July 2010.
