3 Assessment Methodology
In a qualitative Assessment Process, all 3 Boards used: Query tool and reports from Task Sheets, where available Presentations & discussions at GEO Work Plan Symposium Institutions & Development Invited presentations during Board Meetings Contributing activities e.g. participation in the GEO BON network, Sustainable Development Goals, etc Workshops and scientific sessions at conferences Societal Benefits Infrastructure Workshops on GEOSS future Products & Architecture Independent assessment of GCI Survey of GEOSS Data CORE awareness Testing of data access for Essential Climate Variables 3

5 Overall Trends & Results

6 Lessons Learned & Recommendations
1 2 3 4 Scope & Complexity Prioritization Dependencies & Coordination Resources Scope: Appropriately Scope Objectives recognizing scale, complexity and ability to resource Prioritize and Align Work Plan Task with a focus on those task that directly contribute to demonstrating the Strategic Objectives Dependencies: Develop a Coordination Mechanism to support Dependencies Ensure alignment and commitment for resources to ensure success of strategic objectives Develop annual measurements that facilitate prioritization and monitoring of objectives The new strategic plan provides an improved structure that align with these lessons learned & Recommendations 5 Performance Measures

7 Summary The assessment process and progress improved over time based on more information, better analysis tools and a better understanding of the review criteria The colour coding approach had mixed results: A Target doing better (or worse) may be the result of 1) actual improvements, 2) the assessment being more complete and better informed, or 3) both factors Many Tasks reported delays and incomplete activities due to a lack of funding and time commitments from experts The lessons learned and key recommendations were addressed in the GEO Strategic Plan and the 2016 Transitional Work Programme as the result of a successful coordination effort among the IPWG, the Boards, the Monitoring and Evaluation Working Group and the Secretariat during period. GEO community will work with the Program Board to develop a more effective assessment and implementation processes.
