May 2014 Office was established by November 2008 Principal Deputy Under Secretary of Defense, Personnel and Readiness (P&R) Directive Type Memorandum and became a permanent organization on 1 Oct 2009 per Program Decision Memo Recovery Coordination Program was established by the National Defense Authorization Act for Fiscal Year 2008 (Public Law , Section 1600 “Wounded Warrior Act”) to improve the care and management of recovering Service members Mission: To support wounded, ill, and injured Service members in their recovery and reintegration or transition to civilian life. Vision: To ensure the nation’s wounded, ill, and injured Service members, their families, and caregivers are not forgotten. Warrior Care Policy Background Guiding Principle: There is no higher priority than taking care of Service members who have become wounded, ill or injured while in service to our nation. 2

May 2014 Training & Outreach Goals 4 Service Members Inform wounded ill, and injured Service members, their family, and caregivers about resources and services, and encourage a greater population to use these resources as they recover, rehabilitate and reintegrate into military or civilian life. Stakeholders Increase understanding of WCP’s mission and programs among customer and stakeholder groups across all phases of the Continuum of Care thorough : – Adaptability – Access – Partnership – Impact

May 2014 Future Training Requirements 6 DoD Policy Revision (Recovery Coordination Program, DoDI ) Will provide an overarching policy in support of recovering Service members and their families (caregivers) that is inclusive of: – Congressional reporting requirements (Section 738 of NDAA 13) – DoDI (E2I/OWF) – Military Adaptive Sports – WCP oversight of Service Department Wounded Warrior Programs Will require WCP to develop and implement mandatory annual training for RCCs – Mandatory annual training will be web-based and cover the following subject areas: PTSD TBI Suicide Prevention Resilience

May 2014 RCC E-Learning 7 E-Learning will not take the place nor serve as a substitute for instructor-led, classroom training The Skillport Learning Management System (LMS) will provide RCCs access to interim and refresher training on topics critical to the their success Allow for easy content hosting, delivery of e-Learning materials, and computerized tracking of participant enrollment and course completion Phased Rollout – Phase I (April 2014): Caregiver Support & RCC Resilience – Phase II ( August 2014): Establishing Goals; Suicide Prevention; Sexual Assault Prevention and Response – Phase III (FY 15): Recognizing Early Warning Signs of TBI/PTSD
