Group 2 Agreement on Disaster Management and Emergency Response (AADMER) A common ground for Disaster risk identification, assessment and monitoring; Disaster risk prevention and mitigation; Disaster preparedness; Emergency response; Rehabilitation

1. What is ASEAN role in coordinating ADDMER? What more can be done to make it a successful initiatives? Promoting/disseminating AADMER including civil society and military AHA Center establishment as active roles on this promoting Government summits / INGO consortiums to promote AADMER Directory from each country connect to AHA center Building NGO network

To move from framework for implementation Roles of ASEAN and AHA center – be more coordinated, not duplicate and create confusion on the ground activities + work with existing stakeholders Roles of UN agencies, Civil Society, Red Cross Society, private/enterprise Strategic moving: look into strategic documents of ASEAN member countries to be complied with AADMER legal documents 1. What is ASEAN role in coordinating ADDMER? What more can be done to make it a successful initiatives? (cont.)

2. What is expected from Civil Society for AADMER implementation? Additional resources from Red Cross Society to support/mobilize other Civil Society movement AADMER to work with national government to set up guidelines to work with local government/NGOs Set implementing rules & guidelines + system for classification & standard/criteria Enhancing effectiveness of NGOs Utilizing the networks AADMER to share the lessons learnt Accountability of projects (M&E and implementation) Involve private sectors (high capacity, technology, knowledge and resources) NDMOs to play important roles What are the standards for response and implementation? What is the progress? Further discussion needed What is the next steps?

3. What National defense system can contribute to AADMER? Joint training with CSO i.e. life saving, search & rescue ASEAN standby arrangement (AADMER to guide/ evaluate the gaps and capacities to be filled in) Risk & hazard maps available at NDMOs Military to work with CSO in Disaster response stage (on specific time frame) Roles on military in all 4 stages including relief and response (Thailand)
