Recommendations: ADC coordination across GEO committees

Bacground Issues addressed in this presentation could imply participation of C2, C3 and not necessarily of all C4 members

Requirements 1/4 Strategic guidance –Need of a forum to discuss/analyse strategic issues, e.g. Strategic Guidance ROP, Early Achievements, WP, Communication..)

Requirements 2/4 Coordinated development –Need to ensure a coordinated development trough Better Communication about progresses and difficulties In depth Discussion /Analysis on –cross issues, –GEOSS coordination and communication problems –GEOSS growth

Requirements 3/4 Coherent/comprehensive Work plan –Work plan is established/executed by different Committees without a regular/formal cross- committees consultation. We need to improve through Ensuring input from other Committees (eg UIC in particular) to ADC tasks/strategies Involving other Committees in reviewing/assessing(?) ADC outcome Collaboration in development of cross-committees tasks Ensuring that ADC outcome are understood and properly used/adopted by other Committees Ensure Coordinated implementation –Support GEO principals ? –Support Outreach and Capacity Building

Requirements 4/4 Ensure Coordinated implementation –GEOSS begin to be implemented trough its GEO principals. Operalisation of GEOSS require several cross-committees decisions/actions, such as: Support GEO principals to facilitate implementation? Outreach and Capacity Building

Recommendations Improve communication* –Adopt a document management system for internal communication A section to be dedicated to C4 A C4 issues list to be maintained CoChairs should be able to access other Committees restricted sections –Use of web site (each Committee+C4) for external communication –Regular Physical meetings (1) and teleconferences (4 + ad hoc) –Each Committee (one co-chair) should participate in other Committee meetings –Share calendars and organise common events or outreach purpose * Already proposed by ADC for itself

Recommendations Strategic issues –C4 Consultations/Teleconferences on demand –A yearly regular physical “plenary” meeting with strategic issues in agenda Possible Outcome: suggestion for wp changes, resolutions/recommendations to GEO principals and GEO Sec,.. –Other “less formal” C4 meetings with limited co-chairs participation (back to Committee meetings?)

Recommendations Coordinated development –Define “common” priorities –Establish Action List (with reference to Tasks) –Review “overlapping” and “virtual clustering” of Tasks

Recommendations Work plan –Establish guidelines and provide/define tools To ensure input from UIC to ADC tasks/strategies (including a proactive approach) To involve other Committees in reviewing/assessing(?) ADC outcome –Assign CoCh Liaison to bilaterally collaborate in development of cross-committees tasks –Set-Up Communication material and an Outreach strategy to ensure that ADC outcome are understood and properly used/adopted by other Committees E.g. existing example (tactical guidance), missing example (ADC roadmap, GEOSS architecture for dummies)

Recommendations Coordinated implementation –Should C4 provide support to GeoPrincipals to facilitate implementation ? –C4 Outreach package –C4 Monitoring implementation –Revising C4 tasks following outcome of monitoring Update wp (or task activities) Draw recommendations
