Czech ODA per sector (2005) More than 50 % of bilateral ODA for Industrial development & Environment Support for educational sector in developing countries 12 % of bilateral ODA – considered as a priority sector only in Angola and Moldova (CZ Ministry of Education, Sports and Youth involved) Priority Sectors generally defined by the Czech Line Ministries No direct budget support Weak Coordination & Coherence & Complementarity Development Centre

Czech ODA per sector (2005) Educational Sector - other relevant activities Non-priority countries – stand-alone projects based on a clear demand from the partner country, approx. 25 % of all ODA bilateral project funds ( ) allocated for non- priority countries Scholarship Programme (approx. 4 mil. Czech ODA per region (2005) Development Centre

Czech ODA and Sectoral Approach Czech ODA and Sectoral Approach – Yes or No? fragmentation of the ODA system is the main obstruction more C+C+C needed Education as a ODA priority generally yes (MDG 2) but still far behind e.g. Industrial Cooperation… need of measurable indicators (including Scholarship Programme) Development Centre

Czech ODA – main challenges Fragmentation of the ODA (9 different line ministries involved) Unsufficient legislation Coordination & Coherence & Complementarity Low public awareness Reaching of the EU target 0,17 % GNI for ODA in 2010 uncertain More easily accessible EU funds for NGOs Absence of central legal body - DEVELOPMENT AGENCY Development Centre
