Page 4 WWRF General Assembly London, June 25/26, 2002 WWRF - Objectives and scope   Major objectives   to contribute to the vision of the Wireless World   to develop and maintain a consistent vision of the Wireless World   to generate, identify, and promote research areas and technical and society trends for mobile and wireless systems towards a Wireless World   to identify and assess the potential of new technologies and trends for the Wireless World   to contribute to the definition of international and national research programs   Scope   concentrate on the definition of research items relevant to the future of mobile and wireless communications, including pre-regulatory impact assessments   WWRF is not a standardization body   invite world-wide participation and is open to all actors

Page 5 WWRF General Assembly London, June 25/26, 2002 WWRF - Organization   WWRF provides a global platform for academia and industry   to discuss results   to exchange of views   to identify areas where research is needed   to initiate global co-operation towards systems beyond 3G   Major objective of global co-operation is to achieve harmonization of views   WWRF is an open organization with global membership   WWRF is a contribution driven organization   Major deliverables   Book of Visions 2000   Book of Visions 2001   White papers on certain topics under preparation   Reference model   These deliverables will influence research projects on global scale

Page 6 WWRF General Assembly London, June 25/26, 2002 Expression of Interest I   Members of the WWRF Steering Board took the initiative to develop an “Expression of Interest” for a big initiative on systems beyond third generation mobile communications   Objectives of the European Commission   Increased impetus to Community's competitiveness or to address major societal needs   Mobilizing critical mass of research and technological development resources and competence   Each Integrated Project with clearly defined scientific and technological objectives   Integrated Projects may include more long-term or "risky" research   Combined activities of an Integrated Project may represent a financial size ranging from several million EUR to several tens of millions of EUR   To take into account socio-economic issues

Page 7 WWRF General Assembly London, June 25/26, 2002 Expression of Interest II   The development of third generation systems was mainly technology driven   Based on this experience the development towards systems beyond third generation should be user centric   Therefore, research work has to be done on   services and applications   networks and   radio in close co-operation to ensure a coherent system concept and to enable harmonization

Page 8 WWRF General Assembly London, June 25/26, 2002 Expression of Interest III   International activities on systems beyond 3G ongoing, e.g. in   ITU-R WP8F, ITU-T SSG and   in other regions (China, Japan and Korea)   Preliminary targets for research are currently being discussed   This is the basis for an intended new system concepts   Goal of the initiative to investigate and develop such a system concept including the necessary building blocks   With respect to entire system concept the scope of the EoI is rather wide towards a strategic initiative   Due to the limitation in space only limited technical information could be provided   Therefore, not all the detailed available valuable information could be included   This material will be necessary for a detailed proposal

Page 9 WWRF General Assembly London, June 25/26, 2002 WWIP – a great opportunity   EoI submitted by the Steering Board based on contributions of WWRF members   Large scale European initiative proposed – the largest ever   WWIP has raised the profile of the wireless sector in the Commission and the planning for Framework Program 6   This foreground work can be used for similar initiatives in other regions   This initiative is based on WWRF achievements   WWRF and WWIP are two independent organizations   Planning for the WWIP has just started   WWIP will include non-WWRF members and WWRF member   Means for participation are own activity, invitation, open calls,...   WWIP will secure the exploitation paths of a wide range of academic initiatives developed by the WWRF members

Page 11 WWRF General Assembly London, June 25/26, 2002 WWIP and other initiatives   Very similar EoI from operators in ETNO/EURESCOM   Both EoIs from WWRF Steering Board members and from ETNO/EURESCOM made a cross-reference to the other EoI   Both groups intend to submit a joint proposal for a big initiative   Project co-ordinators will be from all domains (manufacturers, operators, academia SMEs)   We are aware of a number of high potential NoXs and we invite them for close co-operation with WWIP   WWRF members which have no operations in Non EU member states can participate in the WWIP initiative based on special agreements between the EU and other countries
