Chano, Hydro Québec TransÉnergie Newly Formed WG (2008) WG B4/B5.25 Impact of HVDC Stations on Protection of AC Systems – Canada will propose a regular member Document the different HVDC technologies and their different ac side performance during steady state, dynamics and transients. Discuss user experience of Protection systems in existing substations near HVDC projects. Discuss impact of HVDC control and protective functions on AC protection including the overall coordination issues. Determination of the impact by an HVDC scheme on short-circuit current, cross country faults (faults between ac and dc lines), islanding issues, sub-synchronous resonance and transient parameters including dynamic / transient voltage and commutation failure which may result in tripping of AC lines. Discuss the effect of DC ground current through AC networks in all modes of HVDC operation. Establish the method of calculating parameters to be used for HVAC protections in the presence of HVDC schemes. Propose an amendment of IEC 909, which at present does not take into account these aspects. Provide models which can be useful for protection settings. 2008 - 10 -19 Simon R. Elucidate the problems faced when modern teleprotection and communication equipment do not function together. 2. Development recommendations on how to interpret relevant standard in the field. 3. Specify the communication requirements for protection signaling over telecommunication networks. Chano, Hydro Québec TransÉnergie Newly Formed WG (2008) WG B5.22 Standardised Protection Schemes - Canada will propose a corresponding member Scope: Investigate what are the main drivers for a utility to adopt or a contractor to produce/apply a standardised design philosophy?. Assess and quantify the cost to produce and approve the scheme initially compared to a bespoke design?. What is the cost benefit to each circuit once the design is finalized compared to a bespoke design?. Establish a recommended period of time that the standard scheme should be applied for before it is revised, in order to realise the benefits expected whilst not allowing technology to move to far ahead during this period. Identify any barriers to the implementation of standardised protection schemes – is voltage level a factor here or are utility structure and policies the main obstacles? Investigate whether standard interfaces between primary and secondary equipment can be established to enable different manufacturer’s standard schemes to be applied with ease. 2008 - 10 -19 Simon R. Chano, Hydro Québec TransÉnergie Newly Formed WG (2008) WG B5.23 Protection of hybrid line/cable circuits in transmission networks – Canada will propose a regular member Background: Overhead transmission lines and HV underground AC cables including GIL have different electrical characteristics. Shield grounding methods significantly affect the zero-sequence impedance of underground cables. In many cases, it is very difficult to assess the precise cable parameters during unbalanced faults due to different ground return paths. Chano, Hydro Québec TransÉnergie Newly Formed WG (2008) WG B5.24 Protection Requirements on Transient Response of Voltage and Current Digital Acquisition Chain - Canada will propose a corresponding member Background: The introduction of Station Bus within international station communication standard IEC 61850-9-2 makes possible use of different products (primary and secondary) from a number of different vendors to form digitized instantaneous value of a measured quantity (voltage and or current) intended for further processing in different protection, control and monitoring algorithms within different IEDs. Static accuracy of a complete measuring chain is well defined by different IEC and other standards while lack in definition of dynamic response represents a potential danger for required high availability of protection functions. It is supposed that transient response of conventional instrument transformers is well known and defined by existing international standards. For this reason, it is necessary to determine the minimum requirements on transient response of a complete signal processing chain, including first of all Merging Units and Non-conventional Instrument Transformers. 2008 - 10 -19 Simon R.
