Application of International Classification of Functioning, Disability and Health in the Services for desabled people. The Veneto Region experience Arianna Gionimi ENSA General Assembly 2010 Madrid

GENERAL CONCEPTS ICF is the new international classification instrument in the field of disability and health drafted and adopted by WHO in 2001

ICF e OMS

ICF Is used for the development of a common language on health and disability in the world

 How was ICF enforced in the Veneto Region?

7 Veneto Region 4.88 million inhabitants people with disability

8 The Veneto Region is divided into 21 Local Health Authorities (LHAs)

Regional program for implementation ICF Objectives and Priorities

Part  In the 21Local Health Authorities was organized the first level training for operators  700 workers of social and health services were involved in this programm

Part  Adoption disability assessment schedule (the multidimentional assessment form- S.Va.M.Di.)

Disability assessment schedule (Scheda Valutazione Multimensionale Disabili – italian name)  Use c  Use classification based on 4 dimentions: Impairment of the body’s function Impairment of the body’s structure Limitation of activities and participation Environmental factors The Classification explains a reference sight to define the personalized project approved by experts

Part 3 From September 2009 until September 2010  80 hours of vocational training have been predicted for learning use of new schedule  55 health and social workers have been trained  The workers who frequented the course, will operate in their own health/social corporation for increasing use new schedule with colleugues

Schedule (SVaMDi) is used for:  Access to daily centre  Access to residential centre  Priortity for the individual programm  Ect….

Training for workers called upon to compile the schedule: - family doctors - family doctors - psychologists - social workers - educators/phisiotherapists

Are involved in the formation  Veneto Region  Regional Observatory on Elderly and Desabled people  Centro Polifunzionale Don Calabria

Evaluation  Public services are involved in a great engagement to learn the new instrument  For this there’s a substantial economic commitment

Proposals  It would be important to compare with other European countries the experience of the ICF implementation in socio-health services.  It would be important to promote projects within Europe to establish standard procedures and to also involve the private sector in the formation.

For example “Leonardo Programme”  We could promote as ENSA group these kind of projects.
