Background SITUATION BEFORE PARTNERSHIP West Java is one of the provinces most affected by Avian Influenza virus strain H5N1 since the beginning 2004 Lack of human resources (veterinarians, animal health paramedics and extension workers) in both quantity and quality (knowledge and skill) Lack information about the exact locations of poultry farms Lack of coordination between government with private sector Insufficient data coverage

Background FIELD STAFF LEVEL Field staff has large variation in background and experiences Lack of knowledge on village level on prevention of HPAI PROVINCIAL LAB Provincial Animal Health Laboratory only performs serology test for AI (HA/HI and Elisa) and preparing for PCR technique

Background TRAINING NEED ASSESSMENT FOR STRENGTHEN AI PREVENTION AND CONTROL PROGRAM  a structured training programme is required to improve skills and knowledge of field technicians of Dinas Peternakan TOT for Veterinarian, Training for Fieldstaff  a structured training programme is required to improve skills and knowledge of lab technician  training for data manager and profiling  training for disease manager

SUPPORTING THE CAPACITY OF FIELD VETERINARY SERVICES ON TRAINING PROGRAM FOR FIELD DISTRICT TECHNICIAN/PARAVETERINARIANS

Activities TRAINERS OF TRAINERS CONCEPT.  TOT for Veterinarian from West Java and Banten in poultry health management, HPAI control, development of fieldstaff training program  Trainers who have been trained by TOT have to conduct Training for field staffs in extention and socialization

CAPACITY BUILDING OF ANIMAL HEALTH LABORATORY

MAPPING SYSTEM POULTRY FARMS

Activities 1. PROFILING DATABASE CONCEPT  Profiling through development of database and registration system for poultry enterprises.  training of database managers and implementing in province and 12 districts

Output and Results Output Database manager in provincial and district level (database manager in province as coordinator of collecting and updating data) Results Active database for all types of poultry farm and poultry related enterprises. GPS connected

Activities 2.DISEASE MANAGER CONCEPT.  Central coordinator on provincial level and counterparts at district level.  Training for Disease Manager for province and district level in epidemiology and disease control program and the GIS system.

Output 16 Disease Managers (9 from West Java and 7 from Banten) trained on epidemiology, risk assessment, disease control plan, outbreak management, epidemiological software, profiling software and GIS software. Disease managers from provincial as coordinator activities. Veterinarians working on laboratory, district and provincial level (DINAS discussion group) Results Action plan of Disease managers on disease control and surveillance program Mapping based on database and GIS

How can we combine the all the activities All component of the outputs work together in the field according to task and function under coordination by provincial level We need a:  Coordinator for trainings and evaluation of action plans.  Coordinator for the exploitation of Poultry Industry database.  Coordinator for the design of the surveillance and monitoring programs.  Contact for the poultry industry.

Evaluation The trainers, fieldstaff and disease manager make action plan, but still inconsistant on implementation After training almost the fieldstaff conducting extension and socialization program as their own task but frequency is still low The worker who have been trained, increased peformance in their working unit Harmonization of Early reporting, early detection and early response by community, fieldstaff and PDSR Database of profiling and LDCC should be updated regularly Collaboration on surveillance program not implemented yet

Sustainability Implementation action plan by fieldstaff Regular refresher courses with new topics for trainer and fieldstaff Use technical input from DIC and IPB for TOT refresher Refresher courses can continue without technical input from the Netherland Workshop syncronization of HPAI control with sector 1 and 2 Local government workshop in sustainability without IDP and others

Sustainability Continuing technical input from DIC and IPB Commitment of local govenrment on sharing appropriate budget for :  Continuing fieldstaff training and socialization campaign  Periodically refresher training for trainer and fieldstaff  Maintenance and updating poultry sector database  Replicating disease manager and database manager  Replicating PDSR, PVUK and DE  Operational for PDSR, DE, PVUK, KVM, VM

Sustainability Continuing development of diagnostic training for provincial lab. Developing and implementing design of surveillance and monitoring program not only for AI but also for other strategic infectious animal diseases Developing diagnostic and assay on strategic infectious animal disease Developing of animal health service to National Veterinary Services (NVS) Harmonization of all activities of prevention and control of strategic infectious animal diseases Improving coordination beetween government (from center government, province to district ) with all stake holder
