Doncaster LEGI Benefits of our approach –Access to a consultant resource that is practically based through experience of managing and delivering business and enterprise support in deprived communities as well as delivering consultancy assignments; –A research resource that has worked extensively with all DSP partners (and other Local Strategic Partnerships), including the voluntary and community sector, in delivering strategic insights and solutions; –A research resource that has accessed funds for numerous clients including New Deal for Communities (Bradford), ChangeUp (South Yorkshire), NRF (Wirral), Thames Gateway (Kent County Council); –A team that supported a successful round 1 LEGI bid in Barking and Dagenham where we are currently retained as advisers to LEGI implementation.

Doncaster LEGI Issues… – –Must address Borough’s position   Strengths/Opportunities – –Education City – –Retail development – –Airport & transport network – –Racecourse – –Community/neighbourhood infrastructure – –Mature DSP   Weaknesses/Threats – –Enterprise deficit cycle e.g. self-employment beneath national and regional levels – –Paternalistic culture

Doncaster – Enterprise Deficit Cycle Economic conditions Ltd. access to finance Housing equity limited Low earnings Benefits trap Business opportunities Limited local market Few opportunities Few entrepreneurs Personal barriers No exposure to enterprise Know-how Self-esteem Ltd. formal qualifications

Doncaster LEGI Issues Initial ideas – –Enterprise in curriculum   Every school not just secondary schools – –LA Business Growth Initiative (access to revenue from local business rates)   Baseline and resources – –Supply chain for planned major investments – –Enterprise competition   Big cash prizes – –Enterprise in deprived communities   Outreach and alternative approaches   Gender agenda – In-Credit Stevenage   BME communities - NWEMBF – –Business friendly   Support to micro and family firms   How, where, when, what & self-help – –Managed workspace start-up & grow-on

Doncaster LEGI – –Key questions… – –What are the reasons for the enterprise deficit in Doncaster and how far does this relate to enterprise culture and the quality of business support? – –What role is played by business support agencies in facilitating survival, inward investment, franchising and business growth and how could it be improved? – –Are there any property constraints to business start and business growth? – –Key is evidence base…

Doncaster LEGI – –An analysis of the successful round 1 LEGI bids demonstrates their remarkable similarities. Each sets out to achieve “pervasive enterprise” that addresses 3 LEGI requirements to: – –Increase total entrepreneurial activity among the population in deprived local areas (e.g. outreach, person centred, VCS role, active labour market policy); – –Support the sustainable growth – and reduce the failure rate – of locally owned business in deprived area (e.g. micro firm support, connection to opportunity). – –Attract appropriate inward investment and franchising into deprived areas (e.g. franchises [market maker], under-served markets, image, and workspace).

Doncaster LEGI – –Round 2 guidance   Resources for final quarter   , and beyond??? CSR 2007   Projections on business base with and without LEGI required   Emphasis targeting of under represented groups   “improving the modes of existing suppliers to overcome access and cultural fit issues”   Must address alll 3 LEGI outcomes or explain why not   Partnership (emphasis private sector input) within refreshed LAA   Good practice (what works) and 1 st round LEGI proposals   PMF/evaluation mechanism   Dialogue with YF and GOYH
