2. The Call An open rolling call for proposals between 1 st of July 2010 and 30 th June 2011 Includes time limited calls in Priority 3 which close on 10 th September 2010 (more information later) Applicants invited to submit an Enquiry Form – please note this is not an application process for Single Pot, applications seeking Single Pot to match ERDF must be submitted by sponsoring YF directorate £1m ERDF threshold applies in P1, 2 & 4, £500k threshold in P3, £200k in REC/Territorial/Interregional Cooperation, none for TA projects

3. Cross Cutting Themes All projects should meet the needs of all groups by removing discrimination and proactively tackling barriers to participation and success. Applications need to demonstrate they have actively considered equal opportunity issues To provide evidence that projects are low-carbon or working to improve their carbon impact they will need to complete a Sustainable Development Assessment and Greenhouse Gas Toolkit

4. The ERDF Programme will NOT fund Training (including ICT training) Revenue support to address barriers to work (such as childcare contributions or running costs) Access to work advice Support for farming, fisheries or forestry businesses (other EU funds are available) Activities that seek to complement actions supported through ESF are encouraged

5. Priority 1: Promoting R&D and Innovation Indicative Activities Networking Mentor Network Supporting organisations that encourage and promote technology-led sectors/clusters Collaborative R&D between business/universities/institutions developing new products & processes to improve business performance Regions for Economic Change/Territorial/Interregional cooperation activities

Priority 1: Promoting R&D and Innovation Indicative Activities Facilities to support innovation, including research facilities, specialist incubators & grow-on space Commercialisation of technology in new product/process design Addressing constraints or opportunities for target businesses Sponsor/purchase R&D activity that will create new products and processes Knowledge transfer between business, universities and institutions Investments in renewable energy

Priority 2: Supporting & Stimulating Successful Enterprise Indicative Activities High level tailored business support Advice for improving business processes Advice for new/existing market development (incl internationalisation) Advice for supply chain initiatives Advice for development/implementation of action plans for target knowledge intensive sectors & clusters Advice for financial support for business growth Advice for businesses to investment ready

Priority 2: Supporting & Stimulating Successful Enterprise Indicative Activities Advice to increase e-business opportunities Regions for Economic Change/Territorial/Interregional cooperation activities Targeted assistance for entrepreneurs with potential to create high- value businesses Financial support for new start/early stage businesses Leadership/entrepreneurial programmes Improving links between enterprise and education Promoting market place opportunities of a diverse workforce

10. Priority 2: Supporting & Stimulating Successful Enterprise Indicative Activities Crime reduction linked to business investment Embedding high level investors in the region to act as catalysts for growth Specialist business premises (where there is market failure) Incorporating resource efficiency, waste reduction and other sustainable development aims into key clusters Installation of CHP & other environmental technologies in SMEs Advice & guidance on meeting environmental standards Investment in renewable energies

Priority 2: Supporting & Stimulating Successful Enterprise Threshold £1m ERDF, 65% of costs in SY, 46.4% RoR Primarily focused on key clusters & growth sectors Creative & Digital New Media Industries Advanced Engineering & Materials Food & Drink Chemicals Environmental Technologies Healthcare Industries Financial & Business Services Logistics Construction Visitor Economy (revenue support only) Social Enterprises in target sectors CCT targets Indicators

12. Priority 3: Sustainable Communities Indicative Activities Capital support for facilities that promote social enterprise, develop local connections and access to employment, ICT and public services – TIME LIMITED CALL - enquiries by 10 September 2010 Promoting clean & sustainable public transport between target communities and economic opportunities [in SY only can include capital investments such as real time bus information] Capital support for facilities linked to tackling social and economic exclusion and overcoming barriers to work for those furthest from labour market – TIME LIMITED CALL - enquiries by 10 September 2010

Priority 3: Sustainable Communities Indicative Activities Fostering a dynamic enterprise culture including access to finance Activities to increase economic activity Encouraging and facilitating community enterprise and small scale business development including incubators or similar business space Strengthening social enterprises Innovative solutions/new approaches to energy efficiency in low income housing – register an interest by end September 2010 Positive approaches to a changing work environment, effective communication skills and ICT usage

14. Priority 3: Sustainable Communities Indicative Activities Implementing community ICT strategies Development of commercial and public service delivery through ICT

Priority 3: Sustainable Communities Threshold £500k ERDF, 53% of costs in SY, 49.5% RoR In RoR, targeting lowest 10% SOAs but not restricted to them In SY targeting deprived communities Some scope for activity within “Communities of Interest” Local, neighbourhood activity to be based on specific needs of communities, developed and delivered at that level CCT targets Indicators

16. Priority 4: Economic Infrastructure for a Competitive Economy (South Yorkshire only) Indicative Activities Improve the physical attractiveness of access routes into SY Sustainable urban development projects that contribute to the attraction of knowledge intensive businesses Capital public transport initiatives (not mobile infrastructure) Creating the right market conditions for NGN (broadband) for new and growing businesses

Priority 5: Technical Assistance Indicative Activities Core strategy to support delivery of the Programme Support for involvement of communities of interest in Programme delivery and governance Programme management, evaluation, best practice exchanges, publicity and promotion Not subject to threshold but need to demonstrate economies of scale. ERDF will contribute 50% of costs Activity needs to be ERDF specific, and demonstrate added value it will bring the the management of the Programme
