2 PROGRESS PROGRESS  Decision was made early on to concentrate on the EU version first, and to work on the UN version from 2005 (save for DES)  All processes foreseen under the EU Regulation have been developed  Currently testing those processes against the CITL and make adjustments according to test results  As of November 8th, tests reconciliation and external transfers have not been completed  User interface changes are also under development to obtain Commission's approval  Objective is to obtain approval around mid November to concentrate on internal requests from the French back-office and to assist other countries during their tests

3 FUNCTIONAL APPROACH  Our first idea was to base the development of Seringas on an existing financial securities registry because of:  Serial numbering management and  Accounting plan  The underlying system is still a financial registry today but it was greatly simplified because:  No accounting plan in the EU Regulation so we had to simplify our accounting plan  Completely different technology used  In terms of specifications, we used a classic UML approach ("together" tool used for generating UML diagrams)

4 TECHNICAL APPROACH  Development using full Microsoft Dot Net package - first application developed by CDC with this technology (quite challenging)  Chosen for its flexibility and willingness to use one provider for the framework, database and configuration management tools  DES were inserted very early in the development but constant changes in drafts and problem of consistencies between EU and UN drafts delayed developments at the beginning  Currently DES draft # 5 have been implemented and will be in place for the start of the scheme on 1 January 2005  Decision was made with the Commission to skip draft # 6 and to implement DES # 7 early next year, at the time of the release of the version 1.1 of the CITL (in February - March 2005)

5 LEGISLATIVE BASIS  CDC started to develop its registry without firm legal basis two years ago  Registry was considered as a national interest activity (no profit), so CDC, as a public institution, was legitimate for running the system  Commitments from the government were given early on this year  First decree to transpose the Directive mentions CDC last May  Decree of nomination of CDC passed by the government and about to be published  Another legal text is elaborated to detail relationships and responsibilities between registry administrator (CDC) and the Competent Authority (Ministry of Environment)

7 PROBLEMS AND LESSONS  Do not start early an IT project while functional environment not stable!!! Early start implies higher costs  Problems of legal interpretations on sometimes vague texts - lack of detailed functional specifications  Difficulties with security due to our technical architecture (connectivity tests)  High availability of the transaction log's development staff required  Registry developers cooperation forum very useful ( I-tracker)
