2 2 Who are administrators? Registry administrator ITL administrator Registry/ITL managers Organization designated to maintain a national registry Typically a government agency May outsource the hosting and operation of the registry UNFCCC secretariat May outsource the hosting and operation of the ITL Individuals responsible for day-to-day operations May be in an outsourced host

3 3 Cooperation among administrators Need for cooperation has been growing since COP 8 SBSTA 20 conclusions Stressed need for effective, long-term cooperation -National registries -CDM registry -International transaction log (ITL) -Supplementary transaction logs (STLs) (eg CITL) Facilitate and promote accuracy, efficiency and transparency in the operation of registry systems Decision at COP 10 on structures and procedures of cooperation

4 4 Scope of cooperation Common operational procedures  all registry systems agree to implement these Recommended practices  useful practices not requiring common implementation Sharing of information and experience  learning from other administrators

5 5 Reconciliation Reconciliation process defined in data exchange standards  Agreement needed on how to use the process Frequency and timing of reconciliation phases? Criteria for reducing / increasing frequency? Procedures for requesting or triggering reconciliation? Procedures for manual intervention?

6 6 DES change management Data exchange standards specifications (version 1.0)  Agreement needed on procedures for ongoing development Depository of change requests? Selection and development of proposals? Assessment and decision-making processes? Communication of decisions? Coordination and monitoring of implementation?

7 7 Testing Intialization process sets a basis for common testing  Agreement needed on how to continue common testing Specification of ongoing tests and their timing? How to ensure impartial assessment? How to communicate test results? Actions to be taken if tests fail? What contribution to Kyoto protocol review processes?

8 8 Issue resolution Data exchange standards provide basis for coordinated operation  Agreement needed to avoid and resolve issues Develop procedures to help avoid problematic issues? Facilitation and arbitration to resolve any disagreements? Scope of disagreements? How to learn from disagreements?

9 9 Suspension of ITL communications Data exchange standards provide basis for coordinated operation  Agreement needed to temporarily suspend ITL communications Develop procedures on communications standards and criteria?
