Harassment, intimidation or bullying means any gesture, any written, verbal or physical act, or any electronic communication, whether it be a single incident or a series of incidents, that is reasonably perceived as being motivated either by any actual or perceived characteristic, such as race, color, religion, ancestry, national origin, gender, sexual orientation, gender identity and expression, or a mental, physical or sensory disability, or by any other distinguishing characteristic, that takes place on school property, at any school sponsored function, on a school bus or off school grounds that substantially disrupts or interferes with the orderly operation of the school or the rights of other students (ANY ONE CHARACTERISTIC) and that:

 a reasonable person should know, under the circumstances, will have the effect of physically or emotionally harming a student or damaging the student’s property, or placing a student in reasonable fear of physical or emotional harm to his person or damage to his property.  has the effect of insulting or demeaning any student or group of students; or  creates a hostile educational environment for the student by interfering with a student’s education or by severely or pervasively causing physical or emotional harm to the student. (ANY ONE OF THESE THREE EFFECTS)

Develop and Maintain the “Range of Ways” in which a school and/or school district will:  Prevent HIB from taking place!  Report HIB that has occurred!  Investigate an HIB incident!  Remediate the HIB incident!  Create a HIB free environment!

 The School Safety Team (SST) is required in each school.  If used properly, the SST can provide systemic change over time.  The team’s mission is to develop, foster and maintain a positive school climate.  The school community should understand and support this mission!

Identify patterns of HIB within the school!

 Helps determine the prevalence of bullying in the school!  Student perspective on staff effectiveness!  Sharing results with parents and community can raise awareness and improve parental support!  Sends a clear message to students that their views are important!

To ensure compliance with New Jersey law on student surveys:  Provide written prior notice to parents!  Have available for parent review!  Receive written parental consent at least two weeks prior to administration of questionnaire!

Building Trust and Rapport!

 Build class cohesion!  Establish communication!  Voice opinions!  Share feelings!  “Teaching moment”!

Develop an understanding and awareness of the dynamics of bullying!

With the mass distribution of rapidly evolving digital tools of communication that permits us to instantly share thoughts and ideas with the world, there seems to be an underlying and unconscious craving to be outrageous and uncensored – doing things that we would not normally do. Richard Guerry

Take the lead in providing Digital Age Cautions!

 The education profession is in the “Eyes of the Public”!  Be careful as to the photos and material that you post!  Before you accept someone “As a Friend” think of the implications!  Keep a professional relationship with students and their parents/guardians!

Reminders for the school community!

 Know the HIB definition!  Review the HIB policy!  Practice interventions!  Comply with the HIB reporting time line!  Develop trust and rapport!  Be alert and be attentive because an HIB occurrence never makes an APPOINTMENT!

 It is possible to reduce bullying, harassment or intimidation.  It requires a team effort!  It requires a long term commitment!
