Content of the presentation The capacity building and the technological transfer for the knowledge based economy Capacity building and “certification” for a mutual recognition within the European Qualification Framework The ENEA e-LEARN platform The courses available on the ENEA e-LEARN platform

The target for the knowledge based economy In order to ensure the knowledge transfer in any field at least four targets have to be reached :  Decision makers both at central and local level, as well as technical officers of the public administration who have the authority to make decisions and fund activities related to the introduction of new rules and new technology  Universities which need to prepare professionals able to design, adapt and adopt the most suitable technological solution or to modify existing process in order to introduce the technology  Technical Institutes/Schools which will be instrumental on building, operating and, above all, maintaining plants and run processes  Enterprises which need to introduce new technologies and rules into their processes.

The European framework for education and capacity building Bologna Process which is a pledge by 29 countries to reform the structures of their higher education systems in a convergent way Copenhagen Declaration of the European Ministers of Vocational Education and Training, and the European Commission, convened in Copenhagen on 29 and 30 November 2002, on enhanced European cooperation in vocational education and training European Qualification Framework (EQF) whose goal is to act as a “translation device” between the various qualifications systems in the European countries.

The European Qualification Framework It is based on 8 levels and three qualification The levels going from theory to practice and from being dependent to be independent. The qualification are: Knowledge Skill Competences All the levels and qualifications could/should be certified by independent body mutually recognized by all member states

Technical Committee with European Stakeholders to identify the certification criteria for SMEs consultants CWA "Guidelines for the selection of specialists advising SMEs concerning integrated quality, environment, health and safety management systems" The document provides guidance and evaluation criteria for the selection of specialists who assist SMEs to implement, maintain and improve an integrated management system, giving information and advice on quality, environment, health and safety. It defines the competence that such a specialist should have in order to assist a SME to implement an integrated management system.

Main conclusions The e-learning system realized by ENEA is very powerful Very important results have been achieved and new resources will ensure the update and the translation of the courses in other languages ENEA is open to international collaboration in order to improve the system and spread the knowledge among all the countries for a sustainable future for all
