Introduction Megamas Training Company (MEGAMAS) was incorporated in 1989 to provide Health, Safety and Environmental and Emergency Response training services primarily to the Oil & Gas Industry. Since 1992, over 60,000 delegates from various industries have received training at Megamas and ‘on-site’ training in countries around the region. Development of the Tropical BOSIET Standard Regional recognition as a market leader.

In 1999, Brunei Shell Petroleum (BSP) required the offshore training courses to be competency based and to a recognised International Standard. BSP rational for these changes –Regional Offshore training courses varied in content, duration and competency levels are mainly dependent on the training supplier and/or Operator. Development of the Tropical BOSIET Standard Also the course had to ‘fit for BSP operational purposes’

MEGAMAS selected the OPITO standards, as they met most of BSP’s requirements: åMature standards that carry Global oil and gas industry recognition åThe standards are competency based, they are reviewed, updated, driven and approved by the industry åThe standards are externally verified via a rigorous and transparent auditing process åOPITO standards have a proven history of success Development of the Tropical BOSIET Standard

In order to gain OPITO approval for a ‘new’ standard BSP (industry) had to explain why the standard was required. In November 1999, Megamas and BSP jointly developed the ‘new’ standard based on the UK BOSIET competency framework incorporating BSP’s operational requirement for traveling offshore by boat. OPITO approved “custom award” standard belonging to MEGAMAS (copyright), driven by industry (BSP), fit for tropical operations. Development of the Tropical BOSIET Standard Industry Driven Standard

The development of the Travel Safely by Boat Standard In tropical regions, helicopters are used to transport personnel offshore, however, boats are used far more frequently, risks of injury are increased due to the lack a competence. This issue had to be addressed as fatalities had occurred around the region. Due to BSP operational requirements, a new unit of competence had to be included in the standard  Unit 1Travel Safely By Boat  Element 1.1Prepare To Travel  Element 1.2Travel To and From Offshore Installations  Element 1.3Respond To Boat Emergencies Development of the Tropical BOSIET Standard

The TBOSIET (2.5 days) is comprising of the following sections Safety Induction Helicopter Underwater Escape Training (HUET) Sea Survival Lifeboat Emergency First Aid Basic Firefighting and use of Escape set Breathing Apparatus Development of the Tropical BOSIET Standard BSP require TBOSIET and Travel Safely By Boat (3.0 days) certification valid for three years

Live and Work Safely (Nationally, fit for purpose) Live and Work Safely (Nationally, fit for purpose) Legislation and enforcement differences exist between different countries in the Asia Pacific region. The Tropical BOSIET standard is generic with regard to legislation. Country legislation or best practice are explained in this section. A generic HSE MS is explained, competency of personnel in safety critical roles, and the role OPITO are explained. Development of the Tropical BOSIET Standard The National Oil and Gas history and relevant operational issues e.g Permit to Work, are explained in this section

Respond to Installation Emergencies Respond to Installation Emergencies The use of abandonment suits is not included in the sea survival section, abandonment from the platform and from a boat are included element. The Emergency First Aid element includes the risks of heat exhaustion and heat stroke. The Basic firefighting element includes the use of fire extinguishers, fire blankets and fire hose reels. Travel Safely by Boat (0.5 day) Travel Safely by Boat (0.5 day) Personnel swing rope/basket transfer exercises closely supervised by MEGAMAS instructors. –Swell 0.5m to experience rise and fall of the boat transfer simulator and advised as to the safest time to transfer. –Swell 1.5m the delegate decides when is the safest time to transfer. This section has proved to be extremely successful as offshore workers with many years of experience have gained skills to enable a safe transfer. Development of the Tropical BOSIET Standard

Current situation and hopes for the future MEGAMAS has given the TBOSIET / TFOSET and Travel Safely by Boat Standards to OPITO, we believe OPITO is in a better position to manage the standard on behalf of industry. If driven by the industry, these standards provide immense cost savings, and may eventually become a regional or even global requirement for the industry operating in tropical regions.
