Aviation is one of the most regulated industries. General Public assume they will be transported safely − safety is a given, isn’t it? Narrow margin between an incident turning into an accident Extensive media interest follows an accident − ghoulishness or persecution?

6 Copyright © 2012 Civil Aviation AuthorityPresentation title; Total System, Safety Management Systems and Performance Based Oversight The Current Systems Basic Principles −“Chicago Convention” and Annexes give a global system of standards and mutual recognition across Member States −Member States define National Regulations and methods and National Airworthiness Authorities establish compliance with these 6

8 Copyright © 2012 Civil Aviation AuthorityPresentation title; Total System, Safety Management Systems and Performance Based Oversight Safety Management Systems (SMS) 8 Concept −Formal System that allows to −Understand hazards and threats to business −Determine the risk these could have −Identify how can be mitigated −Measure effectiveness in managing risk −Looks wider than basic organisation – needs to account for total system – suppliers and customers

9 Copyright © 2012 Civil Aviation AuthorityPresentation title; Total System, Safety Management Systems and Performance Based Oversight Performance Based Oversight −PBO enables us to −recognise the SMS as a means to be satisfied about basic compliance −use all of the data we have about an organisation (AOC, Part-M, Part-145, DOA, POA etc) − consider the total system risk picture for the organisation −focus oversight activity on those areas that are considered to be of highest risk 9
