+ Relevance and value added of local HFA level review process Importance of local knowledge and wisdom An opportunity to strengthen the HFA review process To bring the voices of the community into the fore. Local awareness of HFA is limited; it’s an opportunity to raise awareness. The majority of HFA happens at the local level and those activities need to be captured. Allows reflection and analysis at local level. Allows for comparison between localities. Review can be used to put pressures on national government. But information can be reviewed only if there is information available.

+ Possible mechanisms for implementing a local level DRR review process There should be a consultative process with local stakeholders, including CSOs, regarding the mechanisms and processes. Governments should lead the process, otherwise CSOs or other stakeholders may appear threatening. The mechanism should allow for self-assessment and not necessarily ‘reporting’. Local level review should remain voluntary, with incentive but not required. Budget for local review should be provided. Should involve voluntary groups, and existing local stakeholder groups such as teachers. There cannot be a standard mechanism for all.
