1 Technical Session 1: Enhancing Resilience at the Local Level Background document IFRC & ADRRN

2 Key questions have been explored in this Technical Session Background Document What elements have contributed to strengthening community resilience? Which elements have been effective, which need to be improved and what is missing? What is the role of local governance, accountability and partnerships (e.g. access to information, capacity building for participation, social protection, etc) in strengthening community resilience? What can be improved? How to enhance the role of women, children, people with disability and other vulnerable groups in building community resilience? How to best utilize indigenous knowledge? What will enable local actions to strengthen community resilience? How to measure progress and underpin accountabilities in strengthening community resilience

3 Elements that need improvement or are missing 1.Citizen engagement in the development of local policy for reducing risks, and 2.Resilient infrastructure and services at local level: Systems to mitigate climate change, and ability to maintain, repair and renovate the system 3.Creation of adequate financial mechanisms local level : Diverse range of employment opportunities, income and financial services. Flexible, resourceful, capacity to accept uncertainty, and respond proactively to change, and 4.Local level management of its natural resources, and has the ability to protect, enhance and maintain them. 5.Formal engagement with private sector and other stakeholder partnerships

4 The need for enhanced local level resilience Enhancing resilience at local levels requires multi-sectoral approaches to meeting community needs and strengthening their capacities. Specifically: o Institutionalizing inclusive and integrated community resilience at the local level. o Innovative means to mobilize local level resources. o Strengthening risk governance through greater availability of risk related information, accountability through clear roles and responsibilities, partnerships for local level action, and o Participatory approaches that particularly recognize role of women as a force in resilience building.

10 Principle Recommendations for AMCDRR Given that communities at the local level are at the frontline of any disasters, the recommendations for AMCDRR to enhance resilience at the local levels are to: Institutionalize integrated community resilience approaches in DRR, Promote inclusion and strengthen volunteer/community-based networks for effective local level action Strengthen the role of women as a force in local level resilience building, and Strengthen community-local government partnerships
