BUILDING STRONG ® James River in North Dakota Case Study We know that there is a flood problem, now what?  How severe is the problem? Has the full risk been identified?  What are the baseline conditions for flooding?  Who is affected by the flooding (urban areas, rural areas, critical facilities)?  What resources are available?  What technical data is available?  Which agency has the best authority to fit these needs? What if we put on our Silver Jacket!!
