M ONAGHAN I NTEGRATED D EVELOPMENT Supporting Growth and Opportunity M ONAGHAN I NTEGRATED D EVELOPMENT Supporting Growth and Opportunity High level Policy Issues Nationally unemployment rates predicted to stay above 13% into 2014 and a need to target long-term unemployment Underemployment in rural areas is 22.7% or 135,700 (Pobal) Rapid fall in off-farm employment in farm households of 30.5% in a year, half of which is attributed to fall in construction sector which fell from a peak of 284,000 in ‘07 to just under 100,000 in ‘12 (FAS) Youth unemployment has tripled since ’07 from 9% to 30%; Ireland has one of the highest levels of young people not in education, employment or training in the EU 21% (DSP) 90% of all enterprises in IR employ < 10 people, highlighting the importance of micro enterprise supports in rural areas GDP in the BMW region at 96.6% of EU avg compared with 151.1% for S&E with unemployment 2.5% higher in BMW region (2012)
