Project Outline (1) Tees Valley Building Better Opportunities is part of the European Structural Investment Funds 2014 – 2020 Contract value of £8.8 million (£5.3m from European Social Fund matched with £3.5m from the Big Lottery Fund) Three year programme starting in April 2016 and ending in December 2019 Single funding package to cover all of the Tees Valley managed by a Lead Accountable Body

Project Outline (2) Project aims to provide holistic and bespoke support for those furthest away from the labour market All participants will be unemployed or economically inactive and the key target groups are: - –People who have health and/or disability barriers; –People who experience issues with drug and alcohol abuse –People who are over 50 –Women aged between 25 and 34 –People from black and minority ethnic (BAME) backgrounds –People living in the most deprived lower super output areas

Project Outline (3) Theme One – Removing Health and Wellbeing Barriers to Employment –Drug / Alcohol Programmes –Housing Advice –Mental Health Support –Physical Health Improvement Programmes –Support with Childcare –Social Skills Programmes –Personal Transport Advice –Individual and Group Therapy / Counselling

Project Outline (4) Theme Two – Steps to Employment –Work Experience –Volunteering Opportunities –Peer to Peer Mentoring –Confidence Building –Employability Skills Programmes –Impartial Careers Advice –Improved Understanding of the Labour Market –Providing Access to Mainstream Learning and Training Provision

Project Outline (5) Theme Three – Financial / Digital Inclusion –Money Management –Debt & Benefits Advice –Financial Literacy –In Work Benefits Assessment –Basic ICT Training Programmes –Jobsearch Provision –Support with Online Application Forms –Access to Digital Services –Internet Literacy

Tees Valley Investing in People, Investing in Communities Programme (1) A true partnership between the 5 LAs and community organisations Vision: ‘To achieve inclusion for all and support sustained, economic growth within the Tees Valley by working within local communities to transform peoples’ lives and help them move towards employment.’ Aim: ‘Develop a sustainable, Tees Valley Alliance amongst community- based groups who will deliver creative, invigorating, ambitious and diverse, employment focussed activities that will increase an individual’s resilience, grit and employability and entrepreneurial skills.’

Tees Valley Investing in People, Investing in Communities Programme (2) Objectives: –To improve the health and wellbeing of local people within marginalised communities –To increase employment and skill levels to meet the demands of employers and the labour market –To increase economic inclusion of adults by tackling financial and digital exclusion This programme will complement and add value to our £30million Tees Valley Youth Employment Initiative proposal

Tees Valley Investing in People, Investing in Communities Programme (3) This will feed in to existing LA Strategic Priorities, statutory services, LA networks and link effectively to mainstream provision It will open new alternative pathways to support vulnerable groups to re-engage with specialist provision It will focus on marginalised communities and ensure ‘rural proofing’ (Provide access to people in these areas) Stop the ‘cycle’ of individuals moving from one intervention to another without a desired long term outcome being achieved.

What Do We Want from Partners? (1) Partners who have a strong record of: - –Investing in people and making a real difference to the lives of individuals and community; –Working within local and marginalised communities; –Tackling social isolation and combating poverty within their community; –Engaging with marginalised groups such as BAME; –Delivering high quality, personalised programmes;

What Do We Want from Partners? (2) Partners who have a strong record of: - –Working collaboratively with public, private and voluntary groups; –Using creative, innovative methods of engagement; –Supporting participants into a positive outcome; –Designing initiatives that offer a ‘person-centred approach’; –Providing specialist interventions and impartial IAG.

Why Should Partners’ Support our Proposal? (1) We will: - – Offer a joined up, co-ordinated approach across the Tees Valley to deliver activities; –Listen and consult with partners, stakeholders and critically participants in the design of programmes; –Develop a unique and innovative delivery model; –Guarantee flexibility to create localised programmes; –Provide capacity building support to smaller groups;

Why Should Partners Support our Proposal? (2) We will: - –Offer a bottom up approach to service delivery; –Link partners to wider networks and businesses; –Embed this programme alongside other activities such as Youth Employment Initiative; –Effectively manage the programme; –Offer support, standardised procedures and training so partners can work within ESF requirements.

Nominating Partners The Expression of Interest Form has been circulated to all network groups within the Tees Valley All completed forms must be submitted by 12 Noon on Friday 10 th July 2015 Partners will be chosen by their Local Authority Representatives on the BBO Steering Group based on track record, delivery and strategic fit Successful partners will be informed by their Local Authority Representative prior to the submission of the Stage 1 Application on Monday 3 rd August 2015

Stage Two Application Lead Accountable Bodies will be informed within four months if they reached Stage Two They will then have up to six months to develop and submit detailed programme proposals This will allow the partnership to undertake extensive consultation and focus groups with statutory organisations, potential participants and community groups All applications will be assessed by a team from the Big Lottery Fund
