Those most at risk of economic and social exclusion, including: Households where no-one works Long-term unemployed Young people who are NEET (YEI in Durham) Disabled people – particularly learning disabled. Ethnic minority groups Offenders and ex-offenders People aged over 50 People with multiple disadvantage

7 Possible activities Early action (before problems become entrenched) Targeted initiatives to help people facing multiple disadvantage move towards mainstream services Pre-employment skills and training New approaches to work experience and participation in learning Linking to wider packages of support. Addressing rurality issues
